- Synopsis: The U.S. Drug Enforcement Administration (DEA) is interested in creating a new, 30-minute video presentation that consists of five modules. Each of these modules could be used (and updated) separatSynopsis: The U.S. Drug Enforcement Administration (DEA) is interested in creating a new, 30-minute video presentation that consists of five modules. Each of these modules could be used (and updated) separately, or used in conjunction with other parts. The new production should use updated information and be created to take advantage of new technologies to maximize their availability to multiple audiences and facilitate future updates and upgrades. The DEA is doing a sources sought notice to locate vendors who can provide video production services in accordance with the following specific functions to accomplish this objective: Video Script Writing Services: The contractor shall provide DEA with a script for a modular video production that will address the various aspects of major drugs. The script writer must have demonstrated experience writing scripts for motion pictures, television and/ or internet productions. The script writer must be able to conduct research to obtain accurate factual background information and authentic detail. The script writer is expected to suggest graphics, interview questions, music, narration, sound-bites, special effects, transitions and video footage. It is expected that the script writer will confer with the producer and director regarding script development, revisions, and other changes. When submitting a bid the contractor shall provide DEA with an outline or treatment as to how they will approach the video project. It is expected that the contractor will also submit one or more drafts of script before a final script is approved. Please provide an itemized list of services to include rates for each service your company provides. Motion Graphics Creation: The contractor shall provide DEA with motion graphics that incorporates the animation of logos, text and various graphic elements to be used throughout the modules. The graphics are to be visually engaging and communicate specific objectives relative to each module. The contractor shall provide DEA with samples of their work. It is expected that the graphics designer will confer with the producer and director regarding the development of various graphic elements, revisions, and other changes. The graphic designer will also have to work the post-production editor to create elements that are formatted to the editor’s specifications. When submitting a bid the contractor shall provide DEA with an outline or treatment as to how they will approach the video project from a graphical perspective. Please provide an itemized list of services to include rates for each service your company provides. Narration Services: This refers to the narration session as well as the talent. The contractor is to provide DEA with a narrative track of the modules. The narrator’s voice should be strong while giving facts in an energetic manner. The contractor is to provide demo tapes of their work. When submitting a bid the contractor shall provide DEA with an outline or treatment as to how they will approach the video project from a narrative perspective. With regards to the narration session it is expected that the contractor will provide the entire narration session in a format that is compatible with the post-production editing software. Please provide an itemized list of services to include rates for each service your company provides. Post-Production Editing Services: The contractor shall provide post-production editing services to include editing of video footage, photos, motion graphics, narration and music in ely, or used in conjunction with other parts.
