Pre-Solicitation Notice, see description and attachment. Pre-solicitation notice: The U.S Postal Service is in process of issuing a solicitation (on or about June 22, 2009) seeking air transportation suppliers interested in providing air transportation services, with the inclusion of terminal/ground handling and scanning services, if available, at designated tender points at origin and delivery points at destinations in Nebraska, Montana, South Dakota, and North Dakota. The suppliers who participate in the process must demonstrate they are eligible for award: 1. Eligible suppliers are those who are 121 / 135 certificated air carriers as defined in the Federal Aviation Act, whose primary business is direct air transportation, who are engaged in that business on a day-to-day basis, and have been operating service for a minimum of 90 days prior to contract award. 2. The supplier must be able to transport mail in excess of 16 ounces per piece in accordance with current Transportation Security Administration (TSA) requirements. 3. Suppliers’ proposed schedules must also demonstrate that all mail volume can be accommodated within the tender-delivery time and must include the required size, quantity, and condition of aircraft to accommodate the volume. 4. The supplier must be capable and have resources adequate to perform the work.
