Description
The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Emergency Services Division, intends to negotiate and award a sole source purchase order with Everbridge, Inc., for additional licenses for its web-based Mass Notification Software System. This is an “interoperatable communication” alert notification system which provides instantaneous alerts about emergency situations that exists on the NIST campus. It is in alignment with the NIST Safety program since it protects the “life safety” of all of the NIST employees and will be used when there are hazardous situations, chemical spills, weather alerts, terrorist threats and other emergency situations. NIST is currently utilizing the vendor hosted, web-based, software as a service (SaaS), 3n (now Everbridge) mass notification system within the NIST Center for Neutron Research (NCNR) Operating Unit. The software was purchased one year ago and provides tools for alert and notification to all individuals within the NCNR during emergency situations. The Emergency Services Division within the NIST Office of Chief Facilities Management Officer requires additional licenses to incorporate all individuals within NIST Gaithersburg, Maryland and NIST Boulder, Colorado facilities. The additional licenses will enable NIST to standardize under one system. The 3n emergency notification system has undergone extensive security testing and evaluation (ST&E) by the General Services Administration to meet C& A requirements identified. All Federal Government IT, IT services, and IT services being operated on behalf of the Federal Government MUST be tested and authorized per the Federal Information Security Management Act (FISMA), which states: The head of each agency shall provide “information security protections commensurate with the risk and magnitude of the harm resulting from unauthorized access, use, disclosure, disruption, modification, or destruction of : • information systems used or operated by an agency or; • by a contractor of an agency or • other organization on behalf of an agency.” Additionally, NIST must maintain 100% Certification and Accreditation (C&A) percentage (that is all systems/applications assessed and authorized) for NIST to maintain Green status on the President’s Management Report Card. 3N was C&A’d by GSA and we have leveraged their accreditation to complete roughly 80% of C&A activities required for full accreditation here at NIST. If NIST were to procure another type of software licenses,, the C&A activities may be required to start over and without another accreditation to leverage (as in GSA’s case), C&A activities for this moderate-impact service could expect to take ~6 months at potentially additional cost of $30K or more while potentially jeopardizing safety operations at NIST. In addition, the duplication of cost that the Government would encounter by soliciting a new software product would not be recovered through competition. Based on recent market research, NIST is unaware of any other sources besides Everbridge, Inc. that can provide the required additional 3N web-based Mass Notification Software System licenses; however, sources that can satisfy NIST’s requirements for additional 3N licenses may identify their interest and capability to respond to this requirement. This notice is not a solicitation, and no solicitation is currently available. Inquires will only be accepted via email to sandra.shaffner@nist.gov. A determination by the Government whether to compete this proposed acquisition will be based on responses to this notice; such determination is solely within the discretion of the Government.
