- The U.S. Fish and Wildlife Service (USFWS) intend to solicit, negotiate, and award a Firm-Fixed Price Brand Name or Equal contract for BUSH HOG FLEX WING ROTARY CUTTER 3710 AND 3715. This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. NAICS Code: 333111, Size Standard: 500. The product will be shipped to Lower Suwanne National Wildlife Refuge, 16450 NW 31st Place, Chiefland, Florida 32626. This is a Total Small Business Set-Aside. A firm fixed price commercial order will be issued. Please go to http://ideasec.nbc.gov to view solicitation and submit quotes online. Purchase order will not be split. You must be able to provide both line items in solicitation. Telephone requests will not be accepted. For all questions pertaining to this solicitations please send emails to jamese_promise@fws.gov. All quotes must be received at this office no later than 18 June 2009, 12:00 PM EST. Submit quotes online, by email, or to Jamese Promise at fax 404-679-4057. The USFWS is presently using Electronic Commerce (EC) to issue Request for Quotations and Purchase Orders. All Contractors must register in EC at web site http://www.ccr.gov. If you have any registration questions, please call 1-888-227-2423. Prior to registering each company must obtain a Dun and Bradstreet Number. You may obtain this number free of charge at 1(866)705-5711. Once you are registered you will be able to view solicitations on line at either http://www.fedbizopps.gov or http://ideasec.nbc.gov (the Department of Interior site). However, you will be able to view the solicitation without registering at www.fbo.gov. For questions at Interior's site, please call the help desk at (703)390-6633. This will be your only means of obtaining the solicitation/award. All contractors with access to the internet and an e-mail address can receive electronic notifications of award. CAUTION: This solicitation has been issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for proposal receipts may render your offer non-responsive and result in the rejection of same. All prospective contractors are required to submit or upload their organizations representation and certifications at https://orca.bpn.gov prior to submitting your offer, failure to do so will render your offer non-responsive. In order to register with ORCA you need three things. An active CCR registration, DUNS number, and a Marketing Partner Identification Number (MPIN). It takes your CCR registration 24-48 hours after submission to completely activate, during which you will be unable to log in to ORCA. Your Marketing Partner Identification Number (MPIN) is a 9-digit code containing at least one alpha character and one number (no special characters or spaces). The MPIN is created, by you, in your company's CCR record and acts as a password for other various government systems. To view or edit your MPIN, go to www.ccr.gov and click on "Update or Renew Registration" from the left side of the page. From this page choose which of the three options fit with your company and then click on the "Continue" link. Now you are shown a page which has two text boxes for your CCR Username and Password. The CCR Username and Password is needed to access CCR. The CCR Point of Contact should have this information. If you do not know your company's CCR Point of Contact or if you are the CCR POC and have forgotten the password contact the CCR Assistance Center at 888-227-2423 - they can help you. Enter your DUNS number and MPIN into their correct text boxes and click on the "log in" button. Once in your registration look to the box on the left where you will see a number of categories in bold letters- click on "Points of Contact." When that page comes up, scroll down to the bottom to "MPIN." You are able to view or edit your MPIN. If you create a new MPIN, it will be activated immediately in ORCA. To register, begin by logging in to ORCA (https://orca.bpn.gov) using your DUNS # and MPIN, and you will be brought to a page that displays your CCR information. Click the button "Create ORCA Record" or "Update Your Partially Completed Record". You will be brought to a page where you can enter information for an ORCA point of contact. After filling out this information click "Continue". This will bring you to the ORCA questionnaire. All questions must be answered to continue through the 5 pages of ORCA questionnaire. Successful completion of the questionnaire will bring you to the Representations and Certifications page. Answer the read only provisions (there are either 4 or 13 depending on your reps and certs (FAR - 5, DFARS - 9)) and then at the very bottom check the box located with the time and date stamp that is right above the submit certification box. Once, those are checked off, a few minutes later the submit certification button should become active and then you can click on that to submit.
