- The Defense Threat Reduction Agency (DTRA) is seeking potential sources to satisfy a requirement for the continued support of an effort entitled “Nuclear Deterrent and Weapons of Mass Destruction Support Program” (NDWSP). This support includes research, analyses, assessments, and technical and operational support directly related to the viability, credibility, security, effectiveness, importance, and intellectual infrastructure of U.S. Nuclear Forces (physical infrastructure and mission), as well as removing incentives for the use of Weapons of Mass Destruction (WMD). Support services includes: Nuclear planning support, production of Nuclear Weapons Stockpile Memorandum/Requirements Planning Documents (NWSM/RPD), including but not limited to Contractor review and analysis of the Combatant Commanders’ war plan(s), providing U. S. Strategic Command Staff and Combatant Commanders Staffs with development advice and training supporting the expansion and application of adaptive planning techniques and procedures of integrated options and adaptive planning systems. Nuclear operational support including research, analysis, and assessments. Contractor will also: provide a wide- range of support that requires operational experience and understanding of the deployment, maintenance, and employment of U.S., allied, or other strategic nuclear forces, including laws, policies, tactics, consequence management, collateral damage containment, and other elements of nuclear engagement planning; maintenance cycle efficiency, safety, and security; transportation efficiency, safety, and security; nuclear infrastructure capability and requirements; force and facility operations under nuclear threat or in nuclear environment, operational and security training and exercise support, including designing, monitoring, execution support, and analysis of exercises. Assisting the nuclear integration function by reviewing, monitoring, and assessing policy, strategy, and plans, as well as technical issues, to ensure the sustained viability of nuclear operations and continued integration within the DoD operational Warfighting Community. Research, analysis, assessments, and technical and operational support focused on WMD emergency response and consequence management preparedness with emphasis on nuclear forensics. This effort will also assist the DTRA Operations Enterprise by providing expert technical and analytical support to the Defense Readiness Reporting System; meeting with senior leadership at the Combatant Commands to discuss DTRA’s capabilities, and receive their assessments of DTRA’s support; and providing technical and analytical support for the maintenance of the DTRA Security Cooperation Activities Plan and Regional Combating WMD Strategy, tracking of DTRA security cooperation related programs and activities. Support may include exercise planning for the Office of Homeland Security and other government agencies; technical evaluation of threats, effects, and countermeasures; response plan review and assessment or development. These areas focus on various source’s impact on the current and future viability of the U.S. nuclear weapons program infrastructure, the credibility of U.S. nuclear forces, and the effectiveness of the U.S. nuclear forces. Support includes assessing joint military operational effectiveness, as well as analysis of expanding missions in WMD deterrence, response, and consequence management. Potential sources having the existing capability necessary to assist DTRA in satisfying the above requirements are invited to provide information demonstrating their capabilities. Information submitted should detail the organization’s experience and expertise in the areas identified above, to include details regarding potential key personnel and their qualifications. Responses shall also include the following information: company name, address, point of contact, telephone number, email address, business size and small business status (if applicable), teaming partners and/or major subcontractors. It is requested that capability statements be limited to ten pages in length (10 page size limit does not include title/cover page, table of content, tabs, dividers, glossaries or blank pages.)
