- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W91YTZ09R0041. QUESTIONS: 1. Are there any incumbent personnel? 2. Incumbent contractor award price? 3. Is there a page limit for Part 2 (Technical)? 4. What type of references can an offeror submit if they have no company past performance? Would former employment experience managing contracts of the same scope be acceptable? 5. In support of the contractor having personnel ready to back fill in the event of absences, vacation or any adverse action, will the government allow the contractor to have back up personnel complete MTF orientation and be issued CAC cards to prevent disruption in services? 6. In the Instructions for Offerors- For Reps & Certs it notes that if reps & certs are currently at orca.bpn.gov, that the contractor should fill out Section K. However, in Section K it instructs the contracting officer to check K(1) or K(2) if it applies. What portion does the contractor need to fill out? ANSWERS: 1. No, there are no incumbent personnel. 2. There is no incumbent contractor award price, this is a new contract. 3. No, there is no page limit for Part 2 (Technical). Of course, we prefer offeror to be as concise as possible, but at the same time, include all the pertinent information necessary. 4. Neutral Risk- will be assigned during evaluation for - no past performance history. 5. No, we cannot assign CAC cards or provide MTF training in advance. The employee must be officially hired before we can proceed; the CAC card being a security issue. The whole in-processing for new employees only takes approximately 3 days, so disruption of services is not a real concern. 6. The referenced part of Reps and Certs (Section K) is not applicable to this acquisition.
