- The United States Department of Energy (DOE) intends to extend the current remediation services contract with Paducah Remediation Services, LLC at the Paducah Gaseous Diffusion Plant (PGDP) to continue remediation and disposition of specific areas on the site (land sites and groundwater) by removing legacy waste, performing facility decontamination and decommissioning (D&D), and operating the site waste storage facilities in accordance with all applicable laws, regulations, DOE Directives, permits, agreements and Orders. Additionally, PRS will be tasked with added work under the American Recovery and Reinvestment Act (ARRA). The proposed contract extension is for nine months from October 1, 2009 through June 30, 2010. Environmental remediation services at the PGDP as listed below are contemplated as part of the contract extension. These services include, but are not limited to, the following: • Groundwater Environmental Actions • Material Disposition • Waste Disposition and Waste Facility Operations • Facilities Disposition • Site wide Remedial Action • Waste Disposal Options Project Planning • Polychlorinated Biphenyls (PCBs) Activities • Environmental Monitoring and Reporting • Project Support • Work to be covered by the ARRA: acceleration of D&D of the C-410 Feed Complex, C-340 Complex, and C-746-A East End Smelter. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The statutory authority permitting other than full and open competition is the Competition in Contracting Act (41 U.S.C. 253(c)(1), implemented under Federal Acquisition Regulation (FAR) 6.302-1(a) which authorizes other than full and open competition when the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements. The present contact with PRS is due to expire on September 30, 2009. The proposed contract extension will allow environmental remediation activities which reduce potential health risks to the public to continue at the Paducah site until completion of the on-going follow-on procurement. The contract extension (which includes ARRA funded scope) supports ARRA objectives by creating additional jobs and reducing life cycle costs associated with environmental remediation effort at the PGDP. PRS as the incumbent site environmental remediation contractor is the only contractor who has unique qualifications to continue the necessary environmental remediation activities at the Paducah site without a break in service until award is made of the on-going competitive. DOE anticipates award will be made in the 3rd quarter of Fiscal Year 2010 as published on the DOE EM Acquisition Forecast website. THIS IS NOT A FORMAL REQUEST FOR PROPOSALS UNDER FAR PART 12, 15, OR AN INVITATION FOR BIDS UNDER FAR PART 14. IF PARTIES CHOOSE TO RESPOND, ANY COST ASSOCIATED WITH THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT AR THE SOLE RESPONSIBILITY OF THE RESPONDENT AND WILL NOT BE REIMBURSED BY THE GOVERNMENT. Interested parties believing they have all of the capabilities may submit capability statements to provide all of the services, including a demonstration of the ability to meet all of the needs identified above within the required timeframes.
