- Note: All responses to this IFB shall be mailed to Western AreaPowerAdministration, P.O. Box 6457, Phoenix, AZ 85005-6457. Physical addressforhand carried bids: Western Area Power Administration, 615 S. 43rd Ave,Phoenix, AZ 85009. Western Area Power Administration has a requirement for a contractor toprovideall labor, equipment, transportation and other resources to complete thisproject. The principal components of work include installingGovernment-furnished equipment (GFE): 230/69-kV power transformers, 230-kVand69-kV power circuit breakers, 230-kV and 69-kV disconnecting switches,230-kVand 69-kV coupling capacitor voltage transformer, 69-kV currenttransformers,steel structures, microwave monopole, vertical switchboard sections,batteryand chargers. Providing electrical equipment: 14.4-kV combinationinterrupterswitches and fuses, 13.8-kV pad mounted transformers, 480-kV dry-typetransformers, 249.9-kV distributing transformers, power resistors andoutdoorswitchgear assemblies. Providing grounding system, bus system, conduitsystem,insulated conductor and cables, terminal boxes, safety switches, outdoorlighting units and substation signs. Providing foundations and anchor boltsforsubstation structures, electrical equipment and material, transmission line approach structures, microwave facilities and the service building.Performingfinish grading. Providing galvanized lattice steel, cable trench, gravelsurfacing, chain link fence, oil containment facilities. Constructing asitebuilt service building complete with electrical and mechanical systems.Removing and disposing of a 230/69-kV power transformer, 4.16-kV/69-kVswitchyard building and oil storage tanks. The estimated magnitude of the project is between $1 Million and $5Million.The NAICS code for the project is 237130 and the size standard is $33.5Million. The work is located at Davis Substation, which is in MohaveCounty,Arizona. This is a 100% Full and Open Competition - Sealed Bids. All workis tobe completed 300 days after Notice to Proceed. All responsible businessconcerns may submit a bid which shall be considered by the Agency. Anynon-U.S. citizen (Foreign National) visiting or working at any Western Area Power Administration facility must receive prior written approval from theappropriate Western Security Manager. The solicitation, specifications and drawings, and any subsequentamendmentswill only be available in electronic format, downloadable from theinternet. NoCD-ROMs or hardcopy documents will be distributed. It is anticipated thatthesolicitation, specifications and drawings, will be available for downloadathttp://e-center.doe.gov/ or http://www.fbo.gov ( http://www.fbo.gov/ )(clickon the link under Additional Info) on or about June 25, 2009.
