- Description
- Justification and Approval The 6th Contracting Squadron (6 CONS) at MacDill AFB intends to issue a sole source Firm-Fixed Price (FFP) contract to Rockwell Collins for the relocation of a AN/PSC-11 Single Channel Anti-jam Manportable (SCAMP) satellite terminal using other than full and open competition procedures pursuant to Citations 10 U.S.C.2304(c)(1) or as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Using this vendor is critical to the proper integration of the existing equipment and award to any other source would void the existing warranty on the equipment and result in substantial duplications of costs to the Government. The North American Industry Classification System is 561990 and the size standard is $7.0 Million. Revised Numbered Notes 22: "This notice of intent is not a request for competitive proposals and the Government will not be responsible for any cost incurred in proposal preparation. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The 6th Contracting Squadron will consider all proposals received by 3:00pm EST (Eastern Standard Time) 14 June 2009, three days after publication of this notice.
