Description
Design and construction of a new Armed Forces Reserve Center (AFRC) located in Windsor County, White River Junction, Vermont. Primary facilities include construction of a 50,937 sq. ft. Training Building, 5,908 sq. ft. Organizational Maintenance Shop (OMS), 14,850 sq. ft. Unheated Vehicle Storage Building, and 7,568 sq. ft. Unheated Storage Building. The project includes organizational parking, land acquisition, antiterrorism measures and building information systems. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve the project. Physical security measures will be incorporated into the design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Accessibility for the disabled will be provided. Comprehensive building and furnishings interior design services are required. While interior design and furniture layouts will be designed by the Contractor as part of this contract, furniture will be purchased by other contract. The project will contain the following option: 1. OMAR Funded Equipment Items. This solicitation is a Request for Proposal (RFP). The estimated price range is between $25,000,000 and $100,000,000. A Pre-proposal Conference and site visit will be held. Meeting details will be provided in the solicitation. The technical information contained in the proposal will be reviewed, evaluated, and rated by the Government. A construction cost limitation will be provided with the solicitation. This solicitation will be awarded using the Technical Tradeoff (Best Value) approach. The proposal for this procurement consists of the following: Experience of the Prime Contractor and Design Team; Past Performance of the Prime Contractor and Design Team, Past Performance on Utilization of Small, Small Disadvantaged, and Women-Owned Small Businesses; Technical Information (Renderings, Design Drawings, and Design Narrative); Management Plan; Subcontracting Information; Bonding, Price; and Pro Forma Information. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The solicitation will be available by download from the Internet. NAICS code is 236220. Size Limitation is $33.5M. This is an UNRESTRICTED procurement. Contract duration for design and construction is 600 days. Approximate issue date is 25 June 2009 and approximate due date for proposals is 25 July 2009 at 2:00 p.m. Louisville Time. Project documents will be web only.
