- U.S. Fish and Wildlife Service, Berthold, ND, has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.603 and supplemented with additional information as included in this notice. This procurement is being issued as a 100% SMALL BUSINESS CONCERN SET-ASIDE IAW FAR 19.502-2(a). This posting will be referred to under Purchase Requisition Number: 626809Q019. This announcement constitutes the only solicitation. A written solicitation will not be issued. This solicitation falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2005-26, effective June 12, 2008. The North American Industrial Classification System (NAICS) number is 561720 with a small business size standard of $16.5 million. This requirement is advertised under full and open procedures. This announcement constitutes the Government's only official notice of this procurement. The Specifications consist of, but are not limited to, the contractor providing the following services in accordance with the attached Performance Work Statement. Location: Madison Wetland Management District23520 SD Hwy 19Madison, SD 57042 Line item numbers: 0001, 0002, 0003, 0004, and 0005. 0001 Base Period 7/1/2009 through 6/30/2010Janitorial Services for Madison WMD in accordance with the attached Performance Work Statement. 0002 Option Period 1 from 7/1/2010 through 6/30/2011Janitorial Services for Madison WMD in accordance with the attached Performance Work Statement. 0003 Option Period 2 from 7/1/2011 through 6/30/2012Janitorial Services for Madison WMD in accordance with the attached Performance Work Statement. 0004 Option Period 3 from 7/1/2012 through 6/30/2013Janitorial Services for Madison WMD in accordance with the attached Performance Work Statement. 0005 Option Period 4 from 7/1/2013 through 6/30/2014Janitorial Services for Madison WMD in accordance with the attached Performance Work Statement. Offeror must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors - Commercial Items. The provisions at 52.212-2, Evaluation - Commercial Items, applies to this acquisition. Evaluation will be based on past performance and the low price offer that meets or exceeds the Government's specifications as stated in this solicitation. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. 52.204-8, Annual Representations and Certifications, effective 01 Jan, 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. All prospective contractors submitting an offer in response to the subject solicitation must go to https://orca.bpn.gov/ in order to add or update its ORCA record. The clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
