****FOR INFORMATIONAL PURPOSES ONLY**** This notice is provided for informational purposes only. This project is being procured via the e-Buy system on the Federal Supply Schedule. All contractors under SIN 412 52 – Power Systems Engineering Support are eligible to submit a proposal. RECOVERY : Advanced Metering System – GSA, Great Lakes Region In accordance with the Energy Policy Act of 2005 and the Energy and Security and Independence Act of 2007, the General Services Administration is implementing advanced metering of electric, water, natural gas, and district steam/chilled water throughout the country. This project will be partially funded by the American Reinvestment and Recovery Act of 2009 (ARRA) in order to meet with President Obama’s plan put money back into the economy. Advanced metering and advanced metering systems are defined as follows: an electric meter, new or appropriately retrofitted, which is 1) capable of measuring and recording usage data in time differentiated registers, including hourly or such interval as is specified by regulatory authorities, 2) allows electric consumers, suppliers and service providers to participate in all types of price-base demand response programs, and 3) which provides other data and functionality that address power quality and other electricity service issues. The work for this project will be done throughout Region 5. Region 5 states include: Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. The intent of this project is to provide advanced metering to forty-six buildings in Region 5. To accomplish this goal, GSA intends to separate this work into three phases. Phase One will include Project Development and Project Management. The Project Development portion will involve the creation of specifications in order to have a contractor install meters at the buildings listed in the Request for Quote. This will allow for GSA to procure for Meter Installation services (Phase Two). The Project Management portion will involve the oversight of the installation by the installation contractor awarded to by GSA. The awardee of Phase One will be excluded from bidding on Phase Two of this project. Phase Two will include the Meter Installation by a separate contractor. The Phase Two contractor will be chosen by GSA by the utilization of the specifications created by the Phase One contractor. Phase Three will include Software Integration using ION/EEM Software mandated by Central Office. PHASE ONE WORK IS BEING PROCURED UNDER THIS ACTION ONLY.
