Description
The Federal Aviation Administration (FAA) has a requirement for the acquisition of a subject matter expert to assist the Assistant Administrator for Human Resource Management Organization (AHR) to review the special provisions of Air Traffic Controller (ATC) retirements. In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.2.4 and AMS Policy 3.2.1.2.1 - this announcement is to conduct a Market Survey to determine whether interested business concerns, including large businesses, SBA certified 8(a) firms, Service Disabled Veteran Owned Small Business and other small business concerns; in the industry have the capability to fulfill one or more requirements of this posting. The nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 541612, Human Resources Consulting Services. CAPABILITY STATEMENT: All responders must provide a Capability Statement that addresses the following (in order): a. Type of services provided by your firm. b. Demonstrate experience/capability for the requirements of the attached Draft Statement of Work (SOW). Specifically, show that your firm currently possesses an in-depth knowledge and understanding of the ATO Structure, the Air Traffic Pay System, and the special provisions related to Air Traffic Controller (ATC) retirement. MANDATORY REQUIREMENTS FOR EXPRESSION OF INTEREST: In order to be considered responsive, organizations expressing interest in this matter must provide the following: a. Capability Statement (as defined above) b. Completed Business Declaration Form NOTES: The electronic submission and the hard copies must be identical. Submissions must not exceed 8 pages in length. The Business Declaration Form is not included in the 8 page limit. The electronic submission should be in either Microsoft WORD format or portable document format (pdf). Also, please note that the FAA e-mail server restricts file size to 10MB per mail, therefore, responses may have to be submitted in more than one e-mail in order to be received. All Submissions must be received by 12:00 p.m. Eastern Standard Time onJune 25, 2009. Electronic submissions are to be sent to chrissy.roylance@faa.gov. The Government is not liable for costs associated with the preparation, submittal of inquiries or responses for this announcement and will not reimburse any firm for cost incurred in responding to this public announcement. Responses will not be returned. Since this is a request for information, no evaluation letters and/or results will be issued to the respondents. No solicitation exists at this time.
