Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DJD-09-R-0017 and it is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. The NAICS code is 517110 and the size standard is 1,500 employees. The Drug Enforcement Administration (DEA) Training Academy has a requirement for basic cable service. The Contractor shall be responsible for providing and maintaining basic cable television service and any associated equipment including but not limited to all cable lines, repairs, and maintenance necessary to receive basic cable service for an estimated 149 outlets located at the DEA Training Academy, 2500 Investigation Parkway, Quantico Virginia 22135. At a minimum, the Contractor shall provide basic cable service to include WRC-4, WTTG-5, WJLA-7, WUSA-9, News Channel 8, CNN, The Weather Channel, CSPAN, WETA-26 (PBS), Learning Channel, Discovery Channel, WHUT-32, CNBC, and History Channel and all other channels in its basic cable service line-up. From the incoming cable service, DEA will add six additional and separate audiovisual signals and combine these signals with the rest of DEA's incoming basic cable service and distribute the combined signals throughout the DEA ! complex on DEA's closed circuit cable system. Currently, DEA uses channels 33, 34, 35, 36, 37 and 38 for internal programming. The Contractor may, at its discretion, make additions, deletions, or modifications to its channels line-up without liability to the customer, provided the Contractor maintains "basic cable service" and the six additional channels as required. The Contractor shall be responsible for all start-up costs and installation and shall provide cabling to the building. All parts of the system shall be covered by a standard commercial warranty. Line and equipment maintenance and repair shall be maintained to the point of service which shall be defined as the television, DVD/VCR player or any equipment connected to and receiving a cable feed. All miscellaneous items not specifically identified in this solicitation shall be provided by the Contractor to meet the performance requirements as defined in this solicitation. All contractor furnished equipment shall be "off-the-shelf" commercial type, except where modifications or fabrications are required to meet specifications contained in this solicitation. The Contractor shall provide equipment racks, cabling and any other consoles, stands, mounts, hardware, firmware and software as required by the proposed design and ensure the cable routing, power distribution and receptacles are adequate for the proposed design. The Contractor shall be responsible to design, integrate and furnish any hardware, firmware and software to achieve the capabilities specified in this solicitation. The Contractor shall deliver equipment and any software, install the equipment, demonstrate the upgrades operate as designed and meets the minimum requirements of this solicitation. All switches, outlets, cables, ports, controls, etc., shall be clearly, logically and permanently marked or labeled. All connectors shall be properly terminated. The Contractor shall furnish and install cables and cable assemblies in tailored lengths to interconnect equipment components. All equipment, materials, and articles incorporated into the work covered by this solicitation shall be new and of the most suitable grade for the purpose intended. All operational and technical manuals for all installed equipment shall be given to DEA. In addition, any drawings, schematics and diagrams also shall be given to DEA. These drawings, schematics and diagrams shall be complete, correct and uniform. The Contractor shall turn over all technical data for any equipment installed to DEA and DEA will retain all rights to the information. The Contractor shall provide and maintain 24-hour customer service access and shall provide a trained crew able to respond within 24-hours after notification to restore service. The Contractor shall abide by customer service standards as required by the Federal Communications Commission. Contractor personnel are subject to a background investigation conducted by DEA and or the FBI and shall adhere to all security requirements imposed at the DEA and FBI Academy complexes. The period of performance is as follows: Base Period - July 1, 2009 through June 30, 2010; Option Period I - July 1, 2010 through June 30, 2011, Option Period II - July 1, 2011 through June 30, 2012; Option Period III - July 1, 2012 through June 30, 2013; Option Period IV - July 1, 2013 through June 30, 2014. The contract line item numbers (CLIN) items, quantities and units of measure are as follows: Base Period - CLIN 0001 Basic Cable Service; Quantity - 12; Unit of Issue - Months; Option Period I - CLIN 1001 Basic Cable Service; Quantity - 12; Unit of Issue - Months; Option Period II - CLIN 2001 Basic Cable Service; Quantity - 12; Unit of Issue - Months Option Period III - CLIN 3001 Basic Cable Service; Quantity - 12; Unit of Issue - Months Option Period IV - CLIN 4001 Basic Cable Service; Quantity - 12; Unit of Issue - Months. The provision at 52.212-1, Instructions to Offerors -Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation - Commercial Items, applies to this acquisition and the following factors shall be used to evaluate offers: (1) technical capability to provide cable services, (2) past performance and (3) price. The Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -Commercial Items, with its offer. The Offeror shall also submit a list of at least two (2) past performance references of the company which include: contract number, description of services provided, period of performance and dollar amount. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items also applies to this acquisition and will become a part of the resulting ! contract.
