- NASA/ARC plans to issue a Request for Proposal (RFP) for construction of NASAAdvanced Supercomputing Facility N258 Electrical Supply Reliability Improvement ProjectPhases IB, II and III. The work to be performed under this contract will consist ofproviding the labor, equipment, and materials to install an infrastructure, and ofproviding the design, labor, equipment, and materials for one or more RotaryUninterruptible Power Supply (RUPS) units complete with switchgear and auxiliary systems,housed in outdoor enclosures. All common equipment must be capable of accommodating afuture complement of up to four (4) RUPS units operating in parallel. This is comprisedof designing and providing the switchgear and ancillary equipment in an outdoorenclosure; ramps, stairs and concrete fill pads; removal of existing cables; andinstallation of both GFE and Contractor furnished cables. Provide all RUPS switchgearneeded to support one (1) to four (4) RUPS units, auxiliary transformer, lighting panel,fire alarm panel, transceiver, monitoring equipment, batteries, etc. which are housed ina common outdoor enclosure. The RUPS switchgear enclosure shall be sized for the fullcomplement of auxiliary panels for four (4) RUPS units. Install GFE protective relays andpower meters in the new RUPS switchgear. Demolish existing feeders between manhole MHE219and Building N258 13.8 kV switchgear. Provide medium voltage cables in existingunderground ducts between the existing feeder system at SW610 and the new RUPSswitchgear. Provide medium voltage cables in existing underground ducts between the newRUPS switchgear and the existing N258 13.8 kV switchgear. Install GFE medium voltage andground cables in existing underground ducts between the existing Substation N225B SystemD switchgear and the new RUPS switchgear. [GFE quantities are less than the requiredlengths.] Provide additional lengths of medium voltage and ground cables in existingunderground ducts between the existing Substation N225B System D switchgear and the newRUPS switchgear. [See previous entry.]Provide power and controls interconnection wiringto adjacent building, N258. Provide indoor and outdoor lighting. Provide enclosure airconditioning. Provide a fire protection system. Provide a fire alarm system. Install GFEtransceiver and antenna. Provide graphic annunciator and emergency power off switch.Provide concrete fill pads between existing RUPS equipment pads. Provide access ramps andstairs and test, startup and commission the system.The contract award will be based on the evaluation of three factors: MissionSuitability, Past Performance, and Price.The order of magnitude for the procurement is more than $10,000,000.00. The period ofperformance for the contract shall be 730 days, not including options.This procurement has been set-aside 100% HubZone.The NAICS Code and small business size standard for this procurement are 237130 and$33,500,000.00, respectively.The anticipated release date of the RFP is on or about June 22, 2009 with an offer duedate of July 24, 2009.
