- Universal Telecommunications Network (USDA backbone) Graphic Telepresence Video Conferencing Requirements RFI and Market Research Questionnaire Request for Information (RFI) Pursuant to FAR 15.201(e) U.S. Forest Service The United States Forest Service, Washington Office, Acquisition Management, Information Technology (IT) Support Branch is requesting information from interested offerors who can lease of high definition video-conferencing equipment to the United States Department of Agriculture (USDA) for seven (7) locations. Proposed lease period is 12 months with two one-year optional periods. The IT Support Branch is conducting market research to gain an understanding of the capabilities and qualifications that exist in the marketplace as well as to finalize an acquisition strategy. Please refer to the draft list of equipment and services. Telepresence Video Conferencing Requirements USDA’s Goal: To acquire a turn-key solution to support seven, high-definition telepresence endpoints. The system must support point-to-point and multipoint conference calls between multiple telepresence endpoints, audio-only participants (PSTN/ISDN), legacy Tandberg, H323 standards-based, and Office Communicator 2007 R1 audio/video endpoints in the same conference. Telepresence endpoints must support data collaboration capabilities. Locations for the 7 telepresence endpoints are 2 in Washington, D.C. and one each in St. Louis, MO; Kansas City, MO; Fort Collins, CO; New Orleans, LA and Albuquerque, NM. If any centralized components are to be hosted at the USDA, they will be deployed in either the USDA Kansas City, MO or St. Louis, MO data center facilities. Network Connectivity: USDA wishes to connect each telepresence endpoint directly to the USDA managed Customer Edge Routers (CERs) that provide connectivity to the custom MPLS network backbone, the Universal Telecommunications Network (UTN). This design is believed to provide the best possible connection for higher bandwidth consuming devices. A diagram of the USDA UTN backbone is provided at the end of this document for your reference Figure 1- Universal Telecommunications Network (USDA Backbone).
