- SOW MARCH 2009 RFQ-TDAT-023-0 Solicitaiton/Honolulu,Hawaii The Federal Bureau of Prisons (FBOP), Privatized Corrections Contracting (PCC), Washington, D.C. intends to issue solicitation RFQ-TDAT-023-0, for the requirement of community-based outpatient substance abuse treatment services. Mental Health Services will need to be provided for those inmates that are diagnosed with a major mental illness and(or) whose functioning is significantly reduced by mental illness or cognitive impairment. Services will need to be performed at a location that is within 10-miles of the Mahoney Hale Residential Re-entry Center, 909 Kaamahu Place, Honolulu, Hawaii 96813 and should be accessible to public transportation, within 10-miles of the Mahoney Hale Residential Re-entry Center. The solicitation is restricted to 100% Small Business. Performance periods under this contract will be for a one base year to begin on October 1, 2009, with four (4) one-year option periods, ending (if all options years are renewed) on September 30, 2014. The solicitation is for a firm fixed price, requirements contract. The government will award to the responsible offeror whose bid, conforming to the solicitation, is considered most advantageous to the government with price and technical requirements considered. Technical requirements will be rated on a go/no go basis. The services shall be in accordance with the FBOP's Transitional Drug Abuse Treatment (TDAT) Statement of Work dated March 2009. Please note that all contractors must meet the licensing requirements for the state in which services will be performed and all providers must meet the background/security requirements listed in the SOW. This solicitation will be made available on or about June 10, 2009 and will be posted on the General Services Administration's website for Federal Business Opportunities (FedBizzOpps) at http://www.fedbizzopps.gov. Future information about this acquisition, including solicitation amendments, will be distributed through FedBizzOpps. Hard copies of the solicitation will not be made available. Interested parties are responsible for monitoring the site to ensure they have the most current information about this solicitation. The estimated closing date for the solicitation is on or about July 01, 2009. Payment will be made by electronic funds transfer. Each offer is required, per Federal Acquisition Regulation (FAR)52.212-3, to complete Representations and Certifications via the On-Line Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Faith-Based and Community Based Organizations submitting quotes will be equally considered (Aug 2005). All responsible businesses may submit a quote which will be considered by this agency.
