- NASA/GSFC has a requirement for an Advanced Video Extensometer(AVE)(Instron Model3382 Catalog # 2663-821)which includes Transverse Strain Measurement Option for Model2663-821 AVE ; base mounting kit for 2663-821; 500 mm Field of View Kit for 2663-821; 60mm Field of View Kit for AVE; 200 mm Field of View kit for the AVE; AVE bracket to allowAVE mounting to coexist with the temperature cabinets; Hand Operated Marker; Cliche' for12 mm specimen width; Black ink kit, premixed type P; Roller carriage brackets for usewith 3119-405, 406, 407, 409, 410, and 506 chambers; Dell Precision T3400 Workstationwith minimum configuration Catalog # 2490-686; US keyboard and windows option; Windows XPprofessional operating system option; 100/120 VAC option; half day (4 hours) installationof hardware/software; and Bluehill "replay" module. NASA/GSFC intends to purchase the items from INSTRON Corporation in accordance with 10U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one or a limited number ofresponsible sources and no other types of supplies or services will satisfy agencyrequirements.It is our understanding that INSTRON Corporation maintains proprietarydesign rights to the AVE, mounting devices, and field of view accessories. Procurementof these from INSTRON insures compatibility with the existing INSTRON 3382 machine in useat WFF. The calibration of the AVE can only be made using factory instrumentation andspecialized software, and must be done by a factory trained and certified engineer. Datafrom the AVE must integrate with INSTRON Bluehill 2 software that currently operates the3382 system at WFF. Installation of non-INSTRON accessories on the 3382 Instron systemwill void the warranty of the current equipment. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Amy Strong via e-mail (Amy.K.Strong@nasa.gov) or fascimile to 757824-1974 no later than 4:30 p.m. local time on June 23, 2009. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice. Questions regardingthis acquisition must be submitted in writing to the identified POC above(e-mail ispreferred). All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
