- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This constitutes the only notification before award. Solicitation reference # F4AT839127A002A is issued as a request for quote, utilizing Simplified Acquisition Procedures in FAR Part 13. This acquisition is 100% set aside for small business under the North American Industry Classification Systems Code (NAICS) 334511 of which the small business standard is 750 employees. The description of items and clauses incorporated in this synopsis/solicitation are applicable to this procurement and will be incorporated into any resultant purchase order. This solicitation document and incorporated provisions and clauses are those in effect through Federal acquisition Circular 2005-32. The basis of this award will be based off evaluation factors listed in under FAR Clause 52.212-2 -- Evaluation -- Commercial Items.. Contract Line Item Numbers (CLINs): CLIN 0001 - Qty: 7 each; Model 3540A-C07-020, Single-mode Fiber Transmitter, Flange Mount 0.1 to 5.0GHz DFB TX (FC/APC bulkhead Opt Conn) or equal. (If you are quoting "or equal" then provide manufacterer and specifications to verify.) See Attached documentation for complete specifications. Clin 0002 - Qty: 7 each; Model # 4518A-020, Single-mode Fiber Receiver, Flange mount Rx, high power 0.5 to 15 GHX (FC/APC Opt Conn) or equal. (If you are quoting "or equal" then provide manufacterer and specifications to verify.) Used attached quote sheet for quotes. Product shall be shipped FOB Destination. Delivery shall be no later than 90 days after Receipt of Order. The following clauses apply to this acquisition: FAR Clause 52.212-2 -- Evaluation -- Commercial Items. As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; Technical is Significantly more important than price. Technical evaluation will be base on the ability to meet the posted required specifications. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
