- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division, Newport intends to award on a sole source basis a Firm Fixed Price type contract to L-3 Communications Corp, Sylmar, CA to support the USV Dipping Sonar (UDS) Mission Systems Integration onto the EDM Unmanned Surface Vehicle (USV) and to conduct an Installation and Checkout (INCO) test, checking out the hydraulic, power, hardware mounting and software interfaces. The period of performance is three months from the date of award. L-3 Communications, Ocean Systems Division and Dynacon designed, fabricated and delivered the new Launch and Handling System (L&HS) to meet the deployment and retrieval requirements of the USV as an Advanced Development Model (ADM). The Helicopter Long-Range Active Sonar (HELRAS) non-developmental hardware items (CAP, CIPS, SU and Cable and Reel) and the interface between the L&HS and the Common Acoustic Processor (CAP) were also developed by L3 and Dynacon. The Littoral Combat Ship (LCS) Anti-Submarine W! arfare (ASW) UDS Helicopter Long-Range Active Sonar (HELRAS) L&HS uses proprietary technology to deploy and retrieve the HELRAS Submersible Unit (SU). Additionally, an as-built drawing package for the L&HS and training material was not procured under the existing contract. Therefore, either significant reverse-engineering efforts of the existing ADM version would be required, or an entirely new engineering effort would have to be undertaken. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normal! ly be considered solely for the purpose of determining whether to conduct a competitive procurement. Additional details will be provided upon issue of RFQ N66604-09-Q-3883, which, in accordance with FAR 5.203(a) & (h). is anticipated to be on or about 06/12/2009.
