- Fasteners: This announcement advertises the FISC, Norfolk, Portsmouth Naval Shipyards intension to enter into Basic Ordering Agreements (BOA) for various types, sizes, configurations and quantities of very high quality Level I fasteners from contractors deemed eligible under stringent technical and quality requirements. Fasteners include cap screws, nuts, and threaded rod manufactured in accordance with Electric Boat Div. Specification 688-1864 and MIL-DTL-1222 from various raw materials including K-monel per QQ-N-286, Monel per QQ-N-281, and Steel per Grade 4340. Quality assurance requirements per MIL-I-45208 or ISO 90001 and 90002 apply requiring contractors to maintain a system of Heat/Lot traceability of chemical and physical property analysis beginning with purchasing if raw material through final inspection and shipping of finished fasteners. Acceptance criteria for threads shall be FED-STD-H28/20 System 22. Government source inspection will be invoked in which G! overnment Quality Assurance Representatives will perform inspections at the contractor's producing facility to verify compliance with specifications. Non-destructive teseting procedures for magnetic particle and liquid penetrant inspections per MIL-DTL-2132 and zinc phosphate coating procedures per MIL-DTL-16232 must be submitted by the contractor and approved by the Government prior to issuance of a BOA. Interested parties must also have or obtain an approved DD Form 2345, Unclassified Technical Data Agreement and execute an accompanying Security Agreement (attached) for control and management of NOFORN data prior to receiving the various fastener specifications. The specific quantity and type of fastener will be solicited competitively on a case-by-case basis and orders will be place with eligible contractors that have been issued a BOA. This announcement satisfies the requirement for public notification and individual orders will not be re-announced. Request for Proposal! (RFP) N00189-09-R-PA01 will be issued on or about 1-June-2009 to identify technical and quality requirements along with applicable terms and conditions for consideration into the Program. Interested offerors must submit past performance information that will be evaluated by the Government to assess the offeror's eligibility for participation. Specific evaluation criteria will be specified in the RFP. This requirement is reserves as a 100 percent Small Business Set Aside. Firms with more than 500 employees are not eligible.
