Description
PRE-SOLICITATION NOTICE The Marine Corps Systems Command, 2200 Lester Street, Quantico, Virginia 22134, intends to solicit and award a sole source, Firm Fixed Priced (FFP) commercial contract with Pearson Engineering Ltd (PEL), Wincomblee Road, Newcastle Upon Tyne, United Kingdom. This contract action is for subsystems of the Pearson Engineering Breaching System which are an integral part of the Assault Breacher Vehicle (ABV). The Pearson Engineering Breaching System consists of the following subsystems: Lane Marking Subsystem (LMS), with left and right components; High Lift Adapter (HLA) subsystem with chassis hydraulics; Full Width Mine Plow (FWMP) subsystem with blast resistant upgrades and HLA modifications; Surface Mine Plow (SMP) subsystem with HLA modifications; Rapid Ordnance Removal Subsystem (RORS) with HLA modifications; and a Dozer Blade subsystem with HLA modifications. All of the above subsystems include associated mounting hardware, cables, hydraulic lines, and fittings necessary t! o fully install and operate the subsystem. Integration of any other breaching system would require new hardware design, a new integration effort, and a new test series, all adding significant costs and schedule delays to the ABV program. It is necessary to procure from the original equipment manufacturer Pearson Engineering Ltd (PEL) to avoid any stoppage in production of the ABV. The Government intends to solicit and negotiate with only Pearson Engineering Ltd (PEL), under the authority of FAR 6.302-1 since they are the sole manufacturer and technical services provider for this equipment. The contract term will be three (3) years from date of contract award. The NAICS Code for this procurement is 333298, number of employees is 500. This notice is not a request for competitive proposals and no solicitation is available.
