- Construction Services - The General Services Administration (GSA) Great Lakes Region announces an opportunity for construction services for the ADAAG Exterior Ramp Upgrade and Entrance Restoration Project at the Joseph P. Kinneary U.S. Courthouse building in Columbus, Ohio. The work shall include, but is not limited to, construction of a new exterior Americans with Disabilities Act Accessibility Guidelines (ADAAG) and Architectural Barriers Act Accessibility Standard (ABAAS) compliant ramp, accessibility upgrades to an existing interior ramp, refurbishment of four (4) sets on existing entrance/exit doors, replacement of handrails at all four (4) entrance/exit locations to compliment existing building's architectural metal work for aesthetic consistency, and repair and/or replacement of existing exterior stair treads in locations specified. The building is eligible for listing on the National Register of Historic Places, therefore all work must abide by the Secretary of the Interiors Standards and Guidelines for Rehabilitation work on Historic Properties. All bidders should meet the competency qualifications which will be outlined in the Request for Proposal (RFP) regarding prior experience conducting similar work in historic properties. The estimated cost of this project falls within the range of $500,000 to $1,000,000, with an anticipated project duration of approximately six (6) months. The construction portion of the project is estimated to begin in September 2009. Time is of the essence to complete this project - particularly the construction of the new ramp; as this work will occur at the building's main entrance and impact day-to-day operations of the courthouse. Accordingly, the Government expects the ramp work to be prioritized in the schedule and completed at the earliest possible date, but no later than eighty (80) work days following issuance of the Notice-to-Proceed (NTP). The selected firm will be competitively chosen in accordance with the Federal Acquisition Regulations and source selection procedures using the Best Value trade-off process. For this contract, technical factors, when combined, are significantly more important than cost or price. A solicitation will be issued requesting offerors to submit in writing both a technical and a price proposal by the offer due date and time. Responsive offers will be evaluated on technical capability and price. The award will be made to the offeror that represents the best value to the Government. Small Business Participation: This procurement is open to both large and small business concerns in accordance with the Small Business Competitiveness Demonstration Program. The North American Industry Classification System (NAICS) code is 236220 with a small business size standard of $33.5 million. Although this procurement is not set aside for small businesses, small firms including women-owned, minority-owned, HUBZone, veteran-owned, and service disabled veteran-owned business are strongly encouraged to participate in this project. Joint Ventures: Joint ventures or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality contractor team effort. The solicitation package will only be available electronically on the FedBizOpps website (www.fbo.gov). It will be available on or about June 24, 2009. Potential Offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. Potential Offerors must register on the FedBizOpps website to have access to solicitation material. This registration includes providing a Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN). There will be a pre-proposal conference to permit prospective offerors the opportunity to clarify any concerns regarding the RFP, and tour the facility at the J.P. Kinneary U.S. Courthouse in Columbus, Ohio. We consider attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Any interested offerors must register with Gregory Oprian to attend the conference.
