Description
Solicitation NP4732090837 Acquisition and Project Management Support for the GSA National Capital Region, Federal Acquisition Service 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice and file attachments. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All contractors must be registered with the Central Contractor Registration (CCR) to be considered for an award of a Federal contract; the web site for registration is www.ccr.gov. Additionally, each offeror must obtain, and provide with their proposal, their nine-digit Dun and Bradstreet (DUNS) number. 2) NP4732090837 is issued as a Request for Proposals (RFP). The Government intends to competitively award an indefinite delivery/indefinite quantity contract under Section 8(a) of the Small Business Act; National Buy No. 0353-08-910489. The Government reserves the right to make multiple awards. Task orders may be issued on a firm fixed price or labor hour basis. 3) This solicitation document incorporates clauses and provisions in effect through Federal Acquisition Circular 2005-32. This solicitation and contemplated contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Full text of all clauses and provisions may be accessed electronically at www.arnet.gov. 4) This is a 100% set-aside for small, disadvantaged 8(a) certified firms. The applicable NAICS code is 541511 Administrative Management and General Management Consulting Services; size standard - $6.5million. 5) The contractor shall furnish all the necessary personnel and services to successfully perform the required services. Please see attached solicitation for the scope of work. 6) Duration of the Contract Period: Twelve (12) months from date of award with two (2) 12-month option periods. 7) Place of Performance: GSA NCR FAS, 301 7th Street, SW, Washington, DC 20407. 8) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. 9) The provision at 52.212-2, Evaluation -Commercial Items, with the following factors shall be used to evaluate offers: 1) Capacity; 2) Quality Control; and 3) Price. Capacity and Quality Control when combined are significantly more important than price. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Please see attached solicitation for details. 10) The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s). 11) A completed copy of 52.212-3, Offeror Representations and Certifications- Commercial Items, shall be submitted with proposal if not available through ORCA at https://orca.bpn.gov/. 12) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. 13) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Please see attached solicitation for additional FAR clauses and provisions applicable to this acquisition. 14) This procurement is not rated under the Defense Priorities and Allocations System (DPAS). 15) Please review solicitation requirements and terms and conditions and insurance requirements determined necessary for this acquisition. 16) All responsible sources may submit feedback and questions to be answered by the agency.
