- Description
- Recovery Act - Solicitation No. VA245-09-IB-0178. The Department of Veterans Affairs is seeking a construction contractor to furnish all labor, materials, tools, equipment, and supervision to convert a portion of the existing 6,200 SF warehouse, B-306, from storage to a fully functional mailroom. The work includes, but is not limited to, demolition, architectural renovations, mechanical renovations / upgrades and new installations, electrical upgrades (necessary to support new functions and equipment), plumbing repairs / upgrades, and sprinkler repairs / reconfigurations. The work will also include some asbestos containing material abatement. This project is located at the Department of VA Medical Center, 510 Butler Avenue, Martinsburg, WV. Project Number is 613-09-243. Competition for this procurement is restricted to Service Disabled Veteran Owned Small Businesses (SDVOSB). Estimated construction cost range is $250,000 to $500,000. The firm must be a General Construction firm approved under NAICS: 236220, size standard: $33.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of WV. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of the bid opening and conform to JV requirements. JV Agreements should be submitted with the bid. Bids will be accepted from only responsible and responsive contractors. There will be one pre-bid site visit which will be held on Tuesday, August 4, 2009 at 2 p.m. local time at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 510 Butler Avenue, Building 308B (Conference Room), Martinsburg, WV. All interested parties are encouraged to attend this site visit. Interested parties must obtain a visitors pass from the Police Security Office in Building 500 before reporting to the conference room in B308B. All questions generated from the site visit shall be submitted in writing to the contracting officer (email address: Madeline.Wahl@va.gov. The project duration is expected to be eight months from the date of receipt of the notice to proceed. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format by registering and downloading plans and specifications from the FedBizOpps website www.fbo.gov. Solicitation documents will be available on or about Friday, July 10, 2009. Approximate bid opening date is Tuesday, August 11, 2009. Award of a firm fixed-price construction contract is anticipated on Thursday, August 27, 2009. There will be a public bid opening. Bidders are advised that award will be made to the responsive/responsible bidder with the lowest price. The procurement is subject to availability of funds.
