Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division, anticipates award of a modification to the service contract N00164-06-C-6960 to extend the period of performance three (3) months, starting July 1, 2009 through September 30, 2009. This contract is with Exide Technologies, Aurora, IL. A firm-fixed price modification will be awarded. Requirements covered by this contract are field and maintenance services for Exide main storage batteries on submarines that are in service (i.e., not under construction). The majority of the batteries currently in use are flooded lead acid batteries but the Navy is transitioning to Valve-Regulated Lead Acid (VRLA batteries); installation of batteries are beginning to shift away from flooded lead acid to VRLA batteries. As part of the field services effort the contractor is required to make routine visits at least once a year to each submarine as authorized by the Government, and make emergency visits as authorized. The maintenance portion ! of the effort requires the contractor to have a complete maintenance program for all batteries on submarines. Requirements specific to battery type require assistance in the planning, installation, testing, checkout, adjustment, disassembly and repair of submarine battery cells; and performance of on-the-job instruction and training of Navy personnel (military and/or civilian). The modification will be awarded by June 25, 2009, and will be conducted on a sole source basis, in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
