Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 2632009(VH)1066831 and the solicitation is issued as a Request for Quotation (RFQ). The National Institutes of Health, Functional & Applied Biomechanics Section in the Rehabilitation Medicine Department within the NIH Clinical Center is seeking an ultrasound device for musculoskeletal imaging for research and clinical applications or equal. The following minimum features are required: Description: Diagnostic ultrasound system with research interface Item 1: SonixTOUCH Research Part#: 18.000.000 Description: High frequency linear array for MSK, vascular and small parts Item 2: L14-5W/60 Part#: 00.035.35 Additonal features include: 1.High image quality to allow visualization of tendon and muscle structures (e.g. fascicles, musculo-tendinous junctions), and to assist in needle guidance for muscle injection protocols. 2.Ability to have free open source access to all raw Radio Frequency (FP) Data and the ability to reprogram beam sequences and other aspects of data collection. Other highly desirable features include: 3.Ability to perform Doppler imaging; to perform elastography measurements; access to extended fields of view 4.Ability to perform 4D imaging and to integrate the ultrasound with other laboratory devices such as the motion capture system is also highly desirable. If quoting an equal product, please include product literature with specifications, part number, manufacturer as a part of your solicitation response. The government expects that the devices will be delivered within 30 days after the order is placed. No government furnished property is required. Only NIH employees or NIH contractors who have completed all necessary training to ensure security and privacy of patient related data will have access to this device. All NIH policies relating to security and privacy will be followed with respect to patient-related data collected on this device. Place of Performance will reside within the Functional & Applied Biomechanics Section in the Rehabilitation Medicine Department within the NIH Clinical Center. The provisions at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. The provision at 52.212-2, Evaluation—Commercial Items, applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation procedures outlined in FAR Part 12 and 13.5 shall apply to this acquisition. The following factor shall be used to evaluate offers: (1) price. The government will evaluate offers for award purposes for the total price of the requirement. The clause at 52.212-4, Contract Terms and Conditions—Commercial Items (March 2009) applies to this acquisition. The government intends to solicit this requirement as a 100% small business set-aside. The NAICS code is 334510. All prospective offerors must be registered in the Central Contractor Registration (CCR) in order to eligible for award.
