Description
The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Drydock Repairs to the USCGC ESCANABA (WMEC-907), a 270 Foot B Class Medium Endurance Cutter. The homeport of the vessel is 427 Commercial Street, Boston, MA 02109. The place of performance will be at the contractor’s facility. THE ACQUISITION WILL BE SOLICITED AS A FULL AND OPEN competition. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ No. HSCG80-09-Q-3FAJ46), on or about June 10, 2009. This requirement will be evaluated using past performance as an evaluation factor. The standard industrial classification code is 3731 and the NAICS is 336611. The performance period will be fifty-three (53) calendar days with a start date on or about 14 September 2009. The due date for quotes will be as provided in the solicitation (Block 8) and is anticipated to be on or about July 1, 2009, 2:00 pm (Eastern Standard Time). Faxed quotes will be accepted at (757) 628-4675 or 4676 or quotes can be emailed to Jenifer.M.Bordelon@uscg.mil. Quotes sent via the U.S. Postal Service or hand-delivered should be sent to: Commander (vpl-2) MLCLANT, 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at www.fbo.gov. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an option automatic notification service. Drawings are now available on CD-ROM. A CD-ROM containing all applicable drawings will be sent via U.S. mail free of charge to contractors upon request and not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). All responsible sources may submit an offer, which shall be considered by the United States Coast Guard. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC ESCANABA (WMEC-907). This work will include, but is not limited to: Perform Ultrasonic Thickness Measurements - Freeboard Hull Plating; Perform Ultrasonic Thickness Measurements - Underwater Hull Plating; Clean and Inspect Ballast Tanks; Remove and Reinstall Propeller Shafts, and Inspect Stern Tubes; Inspect Propeller Shafts; Remove, Inspect, and Reinstall Intermediate Shafts; Renew Shaft Covering; Straighten Shaft; Renew Water-Lubricated Shaft Bearings; Renew Propeller Shaft Sleeve(s); Overhaul Stern Tube Seal Assemblies; Remove and Reinstall Controllable Pitch Propeller Hubs; Service Both Onboard Controllable Pitch Propeller Systems; Clean Main Diesel Engine Exhaust Stacks; Clean Ship Service Diesel Generator Exhaust Stacks; Renew Depth Indicating Transducers; Overhaul and Renew Sea Valves; Inspect Simplex and Renew Duplex Sea Strainers; Service Rudder Assemblies; Service Fin Stabilizer Systems; Perform Anchor, Anchor Chain, and Ground Tackle Maintenance; Preserve Anchor, Anchor Chain, and Ground Tackle; Provide Small Boat Storage; Preserve Chain Lockers - 100%; Preserve Chain Lockers – Partial; Preserve Ballast Tanks - 100%; Preserve Ballast Tanks – Partial; Apply Primer Coat to Focsle Weather Deck; Apply Primer Coat to 03 Weather Decks; Apply Primer Coat to Fantail Weather Deck; Preserve Underwater Body – “100%”; Preserve Underwater Body - "Partial"; Preserve Stern Tubes; Preserve Freeboard Surfaces - Partial (In Drydock); Renew Cathodic Protection System; Routine Drydocking; Provide Temporary Logistics; Provide Support for Performance of Sea Trials; Preserve JP-5 Pump Room Bilge Surfaces; Preserve Engine Room Bilge Surfaces; Overhaul and Test Fuel Manifold Assemblies; Clean Diesel Generators In-Place; Upgrade Ballast Pump; and, Preserve Refrigerated and Dry Stores Bilge Surfaces. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures.
