- JUDGES' ELEVATOR UPGRADES AND PREVENTIVE MAINTENANCE AT THE J. CALEB BOGGS US COURTHOUSE, 844 N. KING STREET, WILMINGTON, DE 19801 The method of procurement for this requirement is full & open competition with no restrictions. The NAICS code applicable to this project is 238990. The Solicitation Number is GS-03P-09-AZ-D-0044. The United States General Services Administration has a requirement for the selection of a quality contractor to provide all labor, material, equipment, and supervision necessary to upgrade the one (1) Judges' elevator at the J. Caleb Boggs U.S. Courthouse, 844 N. King Street, Wilmington, DE. The elevator upgrades will include, but are not limited to the following: replacement of the elevator's motors, brakes, and wiring, and full preventive maintenance on the judges' elevator car for twelve (12) months immediately following the Government's acceptance of the modernized judges' elevator; and with the possibility of four one (1) year options for preventive maintenance including additional services. The contractor shall also provide design build services for a HVAC package unit to be installed in the Elevator Machine Room. This project is to be awarded as a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical and price factors. For evaluation purposes, technical factors when combined, are more important than price. Failure of offerors to submit a technical offer will preclude further participation on this acquisition. Award may be made without discussions. The technical evaluation factors for the evaluation process are, in descending order of importance: 1. Past Performance on Elevator Modernizations, 2. Key Personnel, 3. Technical Approach (i.e. phasing plan and work scheduling). The period of performance for this project is one hundred and fifteen (115) calendar days. The estimated price range is between $100,000.00 and $250,000.00. This procurement is being solicited on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program.
