- The Naval Sea Systems Command (NAVSEA) intends to award a sole source, firm fixed price contract to SECHAN Electronics, Inc. for fabrication and delivery of up to 19 MK 53 Decoy Launching System (DLS) ship sets, data items, engineering services and provisioned items orders in support of continuing installations on fleet operational units. The anticipated contract period of performance will be for FY10 requirements and four (4) option years for FY11 through FY14 requirements. Deliveries are expected to complete 14 months after receipt of contract or option award. The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), Only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. This synopsis is also being posted to both sites. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailabl! e. Please feel free to use either site to access information posted by the Naval Sea Systems Command (NAVSEA) and questions related to this announcement should be submitted in writing to LCDR Rodney Blevins by e-mail at Rodney.Blevins@navy.mil. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
