Attachment J-5: TSE Maintenance History Apr 08-Apr 09 Attachment J-4: Quality Assurance Surveillance Plan Attachment J-3: Performance Based Logistics and Reliability, Maintainability, & Availability Attachment J-2: Maintenance and Inventory Listing of TSE Attachment J-1: CDRLs and DIDs RFP: HSTS04-09-R-CT3133 Questions & Responses: Draft RFP Package dated May 6, 2009 The Transportation Security Administration (TSA) has a requirement for Integrated Logistics Support Services. The Contractor will be responsible for the establishment, implementation, and maintenance of an Integrated Logistics Support (ILS) program to sustain Transportation Security Equipment (TSE) deployed and operated by TSA, excluding Government-certified Explosives Detection Systems (EDS). The TSE covered in this requirement is deployed at Category IV (4) through Category X airports and other Government-designated facilities throughout the United States and its territories. Other responsibilities will include Program Management; Performance Based Logistics (PBL) services; TSA Service Response Center services; and the associated Information Technology (IT) infrastructure. Wage Determinations in accordance with the Service Contract Act are being requested under Occupation Classification 23530 "Machinery Maintenance Mechanic". The Request for Proposal ( RFP) will be amended to include those wage determinations. This Solicitation is a request for competitive price proposals. Offerors are responsible for checking the FedBizOpps website for any update(s) to this Solicitation. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document(s) posted at the referenced website. To obtain automatic notifications of updates to this solicitation, you must log into FedBizOpps.gov and add the Solicitation to your Watch List. If you would like to list your firm so others can see you are an interested vendor, you must click the "Add Me To Interested Vendors" button in the listing for this solicitation on FedBizOpps.gov. This solicitation is issued as a Full and Open procurement. The pre-solicitation notice for this requirement was posted on FedBizOpps.gov on May 6, 2009. In order for Contractors to conduct business with TSA, the contractor must provide registration information to the Central Contractor Registration (CCR). All Offerors must be registered in CCR prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at http://www.ccr.gov. By submission of a proposal, a vendor acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the Solicitation. Prior to submitting a proposal, it is preferred that vendors complete the Online Representations and Certifications (ORCA). To do so requires CCR registration, including a Marketing Partner ID Number (MPIN). Instructions may be obtained, and required information may be entered, at http://orca.bpn.gov. All questions or requests for clarifications must be submitted in writing in accordance with Section L of the RFP. Proposal submissions in response to this solicitation are due no later than the date and time specified in block 9 of the Standard Form 33. No telephone responses of a firm's statements of interest, capabilities, and pertinent experience will be accepted. All responsible sources may submit a proposal, which will be considered by the Agency.
