- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD) intends to enter into negotiations on a full and open competition basis on a firm fixed price (FFP) contract for a Real Time Digital X-Ray System. Below is a random sampling of the requirements. 1) X-Ray system must have an open X-Ray tube with a minimum operating voltage range from 30kV to 160 kV, and wattage of 20W minimum. a) The system must operate on single phase 110V or 208V AC. b) X-Ray system must provide a geometric magnification of 1600X minimum and a total magnification of 9,000X minimum. c) System must provide detail detectability/feature recognition of 1 micron minimum, d) System must be capable of accommodating samples up to 20" by 16" and 3 pounds. e) System must have a remotely operated inspection area of 15" by 18" minimum, with 360 degree rotation, and be capable of oblique angle viewing of 0-45 degree minimum. f) System must be capable of viewing samples at maximum geometric magnification at 45 degree minimum. g) Overall system footprint must not be larger than 72"x68" (WxD), and no taller than 80 inches. 2) Image viewing requirements; a) the system must be capable of displaying x-ray images in real time, on an included monitor (17" minimum). b) The CCD camera must be capable of producing 2 megapixel images minimum, with at least 4,000 shades of grey. c) Images must be able to be outputted in an uncompressed format (such as TIFF). d) System must be capable of capturing real time video and saving it in an uncompressed format (such as AVI). f) Images and video must be able to be able to be outputted from the system by either usb connection or a CD or DVD burner. 3) Safety Requirements; a) the system shall have a key-actuated control to insure that x-ray generation is not possible with the key removed. b) The system must meet all requirements of 21 CFR 1020 section 40 for cabinet x-ray systems, and shall be certified in accordance with 21 CFR 1010.2. c) Certification shall be in the form of a label or tag permanently affixed to or inscribed on the cabinet, so as to be legible and readily accessible to view when the product is fully assembled for use. e) The system shall have a permanent floor. f) Radiation emitted from the cabinet x-ray system shall not exceed an exposure of 0.5 milliroentgen in one hour at any point five centimeters outside the external surface. g) The insertion of any part of the human body through any aperture shall not be possible. h) Each door of a cabinet x-ray system shall have a minimum of two safety interlocks. One, but not both of the required interlocks shall be such that door opening results in physical d! isconnection of the energy supply circuit to the high-voltage generator, and such disconnection shall not be dependent upon any moving part other than the door. I) Each access panel shall have at least one safety interlock. j) Failure of any single component of the cabinet x-ray system shall not cause failure of more than one required safety interlock. k) A ground fault shall not result in the generation of x-rays. The solicitation with a detailed list of requirements will be posted on the Navy Electronic Commerce Online Website at http://www.neco.navy.mil and the FEBBIZOPPS website at http://vsearch2.eps.gov/servlet/searchservlet on or about 6/17/09. The solicitation will close on or about 07/09/2009. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) at: http://orca.bpn.gov in conjunction with required registration in the CCR database. All responsible sources may submit a quotation that will be considered by the agency. Responses must include all information requested in the written Request for Quotation (RFQ). Evaluation for the award will consider past performance, price and other factors including technical capability.
