Description
1) Type of Notification: Sources Sought This is a sources sought synopsis only. The purpose of this notice is to gain knowledge of potential qualified sources. Responses to this notice shall include the following: (a) company name; (b) address; (c) point of contact; (d) "number of employees" as defined by the Federal Acquisition Regulation (FAR) part 19.101; and (e) the amount of "annual receipts" as defined by the Federal Acquisition Regulation (FAR) part 19. In addition, the respondent must provide a capability statement that addresses the organization's qualifications and ability to perform as a prime contractor the work described below. 2) Description: Personal Services Psychiatrist, Behavioral Analysis Services (Bas) Psychologist, And Psychological Research Services (Prs) And Bas Mental Health Technician The following is a brief summary of the primary duties that the Clinical Optometrist will perform. This list is not all inclusive: Psychiatrist duties include, but are not limited to: comprehensive psychiatric evaluations, biopsychosocial evaluations of patients, mental status examinations, determine a diagnosis, and develop comprehensive individualized treatment plans. Determine need for medical consultations and need for long-term treatment. Provide teaching and in-service training to staff, residents, and medical students. Provide clinical oversight of residents, fellows, interns, and medical students during clinical rotations. Provide individual and group psychotherapy as well as determine the course of pharmacological management to maintain optimal therapeutic levels of medications, and perform Abnormal Involuntary Movement Scales assessments as needed. Coordinate treatment plan implementation with patients, their families, and the patient's workers. Audit minimum of ten (10) inpatient chart records quarterly. Psychologist duties include, but are not limited to: mental health triage and emergency evaluation services during regular duty hours. Conduct new patient evaluations, assess individuals for fitness for duty/special duty, and provide brief interventions to include: counseling, stress management and supportive therapy. Complete all patient reports and notes as required. Complete commander directed mental health evaluation reports, psychological testing reports, triage notes, new patient evaluation notes, treatment plans, treatment progress notes and termination notes. Attend and participate in meetings during normal duty hours and professional staff conferences and other appropriate professional activities such as, but not limited to the following: professional staff meetings and other required by applicable regulations. Responsible for the application of appropriate psychological procedures and techniques, including interviewing, behavioral assessment, cognitive-behavioral therapy, and psychological testing/psycho diagnostic testing, in the evaluation, diagnosis, and treatment of psychological and neuropsychological disorders. Formulate of mental health interventions appropriate to the training setting, and assist with implementation of treatment plans. Provide brief follow-up, including relapse prevention strategies developing, teaching, and/or provide oversight for classes that promote education and skill-building to promote psychological and physical health. Participate in military specific evaluations (Command Directed Evaluations, security clearance, Military Training Instructor (MTI)/Military Training Leader (MTL) applicants, Survival Evasion Resistance Escape (SERE) instructor clearance, MTI Annual Evaluations, Personal Reliability Program clearance, etc.). Assist with the supervision with Psychology residents and other trainees at the BAS. Participate in the Peer Review of records program. Mental Health Technician duties include, but are not limited to: Conduct or assist in the treatment and rehabilitation of mental health patients; assist in identifying mental health diagnoses, treatments, patient education, and disposition planning; and perform initial basic assessment procedures, including standardized psychological testing, clinical interview, mental status examinations, substance abuse evaluations, and psychological assessments. Participate in patient care conferences and substance abuse intervention; observe, monitor, record, and report patient's progress; conduct or assist in conducting group and individual counseling, therapeutic community, and other related milieu activities; institute precautionary measures to prevent patient injury or suicide; provide mental health and substance abuse prevention education; perform general and special clinical procedures; assist patients with nutritional, hygiene, and comfort measures; obtain and record vital signs; and performing chaperone and escort duties. Plan and oversee mental health service activities; coordinate with other agencies regarding specified care, treatment, prevention, rehabilitation, and administrative functions; contact military and community agencies to obtain collateral information; explain and interpret mental health services to patients or others; and assist in or arranging patient referral to public, private, and military community agencies. Manage the preparation and maintenance of records and reports pertaining to specialty services; establish, maintain, and evaluate specific mental health, family advocacy, and substance abuse training programs; and conduct in-service training and task evaluations. Perform combat and disaster casualty care procedures; and assist with the care of individuals experiencing acute and post-traumatic stress reactions. Perform administrative duties; prepare and maintain mental health, family advocacy, and substance abuse treatment records; receive patients and scheduling appointments; evaluate mental health service activities; collect and update administrative and statistical data; conduct unit self-assessments; compile and prepare medical and administrative reports; and brief patients on safety and evacuation procedures. 3) Qualifications: Psychiatrist Education. The HCP shall possess a doctoral degree as a Medical Doctor (M.D.) or Doctor of Osteopathic Medicine (D.O.) from an accredited university. The HCP shall be residency trained in an approved residency-training program in psychiatry that is acceptable to the United States (US) Air Force Surgeon General. The HCP shall be board certified by the American Board of Psychiatry and Neurology. The Psychiatrist shall have completed an ACGME accredited general psychiatry residency program. Shall have completed an Accreditation Council for Graduate Medical Education (ACGME) accredited general psychiatry residency program. Psychologist Education. Have a Doctor of Philosophy (Ph.D) or (Psy.D.) degree in clinical or counseling Psychology from an Accredited Psychology Program (APA) (or a program acceptable to the Office of the Surgeon General, U.S. Air Force). Completed an APA accredited internship/residency in clinical psychology (or an internship/residency acceptable to the Office of the Surgeon General, U.S. Air Force). Mental Health Technician Education. Completion of high school diploma or equivalent. Completion of college courses in psychology, social or behavioral sciences, such as psychology, counseling, substance treatment, sociology, and marriage and family; completion of a civilian or military mental health service course.
