- RECOVERY--RECOVERY -- The US Army Corps of Engineers, Portland District, CENWP-CT-C, 333 SW 1st Avenue, Portland Oregon 97204 intends to issue a two phase Best Value Request for Proposal No. W9127N-09-R-0058 using recovery act funding. To provide services for the Corps of Engineers, Portland District at John Day Lock and Dam located on the Columbia River approximately 100 miles east or Portland, Oregon. The contract will required the following work to be provided: removal of existing downstream navigation lock gate and friction sheaves and fabrication and installation of a new gate and friction sheaves at the John Day Navigation lock. The downstream gate is a steel gate weighing approximately 2,000,000 lbs. The new welded steel gate will be fabricated offsite in several sections, transported to the John Day Navigation lock and installed and spliced together in place. The gate is approximately 90 feet wide and 113 feet tall. There are 16 - 2 1/8 diameter ropes per side connecting the gate to counterweights for lifting of the gate. The ropes pass over a friction sheave on each side of the gate. Removal of existing sheaves, fabrication of new sheaves, and installation of sheaves is also a part of this contract. Each friction sheave is approximately 56,000 lbs and will be fabricated offsite and installed through the roof of the existing navigation lock towers. The bearing and ring gears of the friction sheave are to be specially machined and installed. The contract is to include heavy lifting, on and over water work. Successful completion of work similar to this type of work is required for this contract. All welding performed on this job is considered Fracture Critical and shall be performed in accordance with AWS D1.5. The Sub-contractor or prime Contractor performing the fabrication and field welding must be Major Steel Bridge Certified with a Fracture Critical Endorsement to perform all welding. The Request for Technical Proposal will be available on or about June 24, 2009. Tentative due date is July 24, 2009. Phase I, all interested parties will be asked to provide technical proposals, the proposals will be evaluated and the firms who are considered to be technically qualified will receive the Request for Proposal (RFP), Phase II. This procurement is open to both large and small businesses. The NAICS Code is 237990 and the small business size standard for this procurement is a firm with average annual sales or receipts, including all affiliates, for the preceding three years not in excess of $31 million. The Magnitude of Construction is between $10,000,000.00 and $25,000,000.00.
