Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6, with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32 as corrected. This solicitation is unrestricted. The NAICS code is 621111, with a size standard of $10.0 million. The delivery, acceptance, and FOB point is the VASNHCS in Reno, NV. The contract will include a three-month period from July 01 to September 30, 2009. Only electronic offers will be accepted. Offers are due to joel.burgess@va.gov by NLT 3:00 p.m. on June 22, 2009. For information regarding the solicitation you can e-mail me at the above address or phone at (916) 923-4517. The Statement of Work and Price Schedule: 1. Scope of Work 1.1. The Contractor shall provide board certified or board eligible Anesthesiologist to perform comprehensive anesthesia services for the Veteran Affairs Sierra Nevada Health Care System (VASNHCS) located at 1000 Locust Street, Reno, Nevada. The service will include one full time equivalent employee of patient care. Also service will include after hours on-call coverage, including nights and weekends. 1.2. Services. This contract requires the full range of anesthesia. As a minimum the Contractor physician shall be able to perform the following: "pre-anesthesia evaluation of all patients, "consultation for patients referred from other services, "administration of anesthetics, with appropriate monitoring and skillful applications of special techniques, "anesthetics for certain MRI, Cardiac Cath, and radiology procedures, "care and discharge of patients in the Post-Anesthesia Care Unit (PACU), and "care of patients in the Surgical Intensive Care unit (SICU). 1.3. Background. The Anesthesiology Service is an integral part of the Surgical Service and is comprised of anesthesiologists and nurse anesthetists. Chief of Anesthesiology is an anesthesiologist and a physician member of the staff and directs the Anesthesiology Service. The Chief of Anesthesiology is responsible for the overall clinical and administrative function of the Anesthesiology Service. Anesthesia techniques include such tasks as general inhalation anesthesia, general intravenous anesthesia, spinal anesthesia, epidural anesthesia, monitored anesthesia care and sedation during local infiltration anesthesia, and other regional and nerve block anesthesia. 1.4. Objective. To satisfy temporary VASNHCS anesthesia needs until a full time VA anesthesiologist can be hired, credentialed, and begin a practice with VASNHCS. 2. Specific Contractor tasks include: 2.1. The Contractor will provide anesthesia on-site coverage at the VASNHCS. Surgeries will be scheduled based on patient workload or at the discretion of the Chief of Anesthesiology. 2.2. The Contractor is responsible for the provision of appropriate anesthesia management of the patient which could include consultation relating to other types of patient care, such as respiratory therapy, cardiopulmonary resuscitation and special problems in pain relief and are ultimately responsible for all aspects of anesthetic care. 2.3. The Contractor shall provide assistance to nurse anesthetists as needed and/or as outlined by VHA and facility policy. 2.4. In order to ensure maximum operating room efficiency, the Contractor will be assigned a specific date/time for anesthesia coverage on surgery cases. 2.5. The Contractor shall participate in VASNHCS quality improvement programs and initiatives such as; on time surgical starts, appropriate antibiotic selection, appropriate antibiotic start times, use of beta-blockers on selected cases, peer review activities as appropriate to the provision of anesthesia, and other goals set forth by VASNHCS. Contractor will attend Surgical Mortality and Morbidity conference when anesthesia cases/issues are on the agenda. 2.6. Standards: Contractor shall comply with all applicable VA guidelines; medical center staff bylaws, rules and regulations; hospital polices/procedures; and in accordance with Joint Commission standards. 2.7. Medical Records: The Contractor shall document pre and post-anesthesia notes in the VA electronic medical record in accordance with VASNHCS Directives. All progress and procedure notes, consults, and other required documentation shall be completed (including signature) within 24 hours. 2.8. Normal Work Hours: The Contractor physician's normal work hours will align with that of VASNHCS, Monday through Friday, 7:30 a.m. - 4:00 p.m. 2.9. The Contractor shall involve the patient and his/her family in the decision-making process 3. Timeliness: 3.1. Timeliness is an essential component of this contract and the contractor must adhere to established timeframes for the provision of service. 3.2. The Contractor will be required to demonstrate compliance with Joint Commission and/or other medical credentialing/oversight bodies and must inform the VA of any citations received from any oversight or reviewing entity. Documentation of any reviews, citations, etc., is to be provided to the VA Contraction Officer Technical Representative (COTR) within seven (7) days of receipt. 3.3. The Contractor must be available for consultation and/or participation for after normal work hours for emergency cases. An on-call schedule shall be set at the discretion of the Chief of Anesthesiology. The Contractor shall be provided a pager and shall respond to pages as set forth by VHA and facility policy. The Contractor will be available within thirty (30) minutes of notification of an emergency case or as set forth by VHA and facility policy. 4. Qualifications: 4.1. The Contractor will be fully trained and completely competent to perform the required services covered by this contract. Contractor Anesthesiologist shall be at a minimum: 4.1.2. Licensed in a State, Territory, or Commonwealth of the United States or the District of Columbia. 4.1.3. Board Certified or eligible in the practice of Anesthesia by the American Board of Anesthesiology. 4.1.4. Hold a current, unrestricted license. 4.1.5. Meet medical staff criteria for initial appointment and reappraisal in accordance with VHA Handbook 1100.19, entitled Credentialing and Privileging to practice medicine at VASNHCS prior to beginning work.
