Description
RECOVERY ACT: THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY.THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. The Coatesville VA Medical Center is soliciting bids under Solicitation No VA-244-09-RA-0231 for the following: Contractor shall provide all labor, materials, Equipment and qualified supervision for the "UPGRADE BOILER PLANT CONTROLS" project in Bldg. 14. Work includes mechanical and electrical work to upgrade the existing boiler controls and the installation of a SCADA system in Building 14 (Boiler Plant). 1. Boiler instrumentation work includes, but is not limited to, the installation of: One (1) new control air compressor; Two (2) air atomization compressors; New oil guns for two (2) boilers; Steam, feed water, oil, and, natural gas meters; Feed water control valves; New boiler gas control valves, oil control valves, damper actuators, and oxygen sensors to convert the existing single point positioning control to parallel positioning control with oxygen trim, Miscellaneous sensors. 2.SCADA work includes: New main instrumentation control panels (phased demolition of existing); Relocation of existing control devices into the new instrumentation control panels; Reconnecting all physical inputs from the old panels to the new instrumentation control panel; New touch screens/displays; Control interface to existing burner controls to meet control function requirements (existing MODBUS interface); New SCADA, computer workstation, software, database, graphics, reports, and alarm functions. 3.Work does NOT include: new boilers; new burners; new burner management system; or pumping systems. It is essential that interested parties register on the bidders mailing list at http://www.fedbizopps.gov "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The Pre-Bid Walk Thru will be held on June 30, 2009, at 10 am, EST. All bidders, suppliers and subcontractors are strongly encouraged to attend Walk Thru. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: carol.pomraning@va.gov no later than Close of Business, July 7, 2009, at 4:00 pm EST. No telephonic or fax requests will be honored. In accordance with FAR Part 36, the cost range for this procurement is between $500,000 and $1,000,000 and NAICS Code 238220 with a small business size standard of $14.0 million. Bid Opening Date is scheduled for July 16, 2009, at 2 pm EST. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of funds. The maximum time for completion of the project is 415 calendar days after receipt of Notice to Proceed.
