Description
FDA Animal Husbandry and Research Support This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Background The Food and Drug Administration (FDA) has three Centers which maintain an on-site animal research program in support of regulatory activities. Animal based research performed by the Center for Drug Evaluation and Research (CDER) conducts research on the safety, efficacy, metabolism and other aspects of mechanism and effects of pharmaceuticals. The Center for Devices and Radiological Health (CDRH) conducts research to observe and measure the individual and additive, short and long range effects of finished device products and the materials contained in these devices such as latex, heavy metals, toxins and radiation. The Center for Food Safety and Applied Nutrition (CFSAN) program focuses on the research and development of standards on the safety, composition, and quality of foods, food additives, color additives, and cosmetics. The Center for Biological Evaluation and Research (CBER) plans and conducts research related to the development, manufacture, testing, and use of both new and old biological products to develop a scientific base for establishing standards designed to ensure the continued safety, purity, potency, and efficacy of biological products. Animal based research performed by both CDER and CDRH is managed and located in Silver Spring, Maryland. This facility houses laboratory animals, primarily rodents and rabbits, and on occasion either dogs or miniature pigs in an environmentally controlled animal facility that utilizes a single corridor system. Animal based research performed by CFSAN is conducted in Laurel, MD and houses laboratory animals, primarily rodents, in an environmentally controlled animal facility that utilizes a clean/dirty corridor system. Animal based research performed by CBER is conducted at two facilities, one in Bethesda, Maryland and one in Kensington, Maryland. These facilities house laboratory animals, primarily rodents, guinea pigs, rabbits, ferrets, primates and frogs in environmentally controlled animal facilities. Statement of Need The FDA requires animal husbandry services including but not limited to washing animal cages, providing feed, water and bedding, maintaining a clean environment, observing animals for general health and well-being, providing skilled technical and health surveillance support and carrying out environmental parameter checks of the facility. The approximate number of animals under study at each location is: White Oak has an average weekly census of 500 rodents, up to 8 rabbits and up to 4 dogs or minipigs; CFSAN maintains 7,000 to 8,000 rodents and 300 to 350 ferrets/rabbits; and CBER maintains on average 60,000 – 70,000 mice and rats, 700 guinea pigs, 800 hamsters, 100 rabbits, 30 ferrets, one room of frogs and 250 nonhuman primates. FDA has a need for a contractor to provide technical services in support of approved protocols for animal studies associated with, but not limited to the use of rats, mice, rabbits, and other species of small laboratory animals. Animal husbandry services are needed to support experimental procedures that include but are not limited to administration of substances by subcutaneous, intravenous or intraperitioneal injections, gavaging, and collections of tissues and body fluids. The specialized technical support required includes but is not limited to the use and cleaning of metabolism caging. The number of dose groups, the concentration(s), volume and methods of administration and housing specifications are dictated by the experimental protocol and design. Anticipated Period of Performance: The period of performance for this data will be for one (1) year with the option to purchase up to 4 additional years. Capability Statement/Information Sought Sources interested in this requirement must a provide statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met. Responses should provide a description of the services which can be provided by its firm. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. The Government is requesting information regarding respondents': (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. Respondents are requested to provide DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code. Statements should not exceed 10 pages. Contractors are requested to provide capabability statement in pdf format. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).”
