Description
The Federal Bureau of Prisons (FBOP), Field Acquisition Office, Grand Prairie, Texas, intends to make a single award to a responsible entity of a firm-fixed price indefinite delivery/requirements type contract resulting from this solicitation for the services of Vocational Bookbinding Instructor for the Advanced Education Program which meets the requirements outlined in this statement of work. Services will be provided for the inmates incarcerated at the Metropolitan Detention Center (MDC) Guaynabo, Puerto Rico, hereinafter referred to as MDC Guaynabo. General Information regarding the FBOP, its facilities, and referenced Program Statements can be located at www.bop.gov. The contractor shall provide, on a non-discriminatory basis, Vocational Bookbinding Instructions. The course will meet the minimum criteria as stipulated for Commonwealth certification. Occupational Training courses resulting in Commonwealth of Puerto Rico certification or licensing will be in the area of Bookbinding. The contractor will develop lesson objectives and plans, course outlines and prepare a viable curriculum. The contractor will provide the necessary skill to certify students in the art of bookbinding. The contractor will be responsible for implementing and maintaining the total program. The contractor shall meet the certification requirements for an instructor in accordance with standards established by the accrediting body. Open enrollment and individual instruction will be the mode. The program will be an accredited Occupational Technical program with a certificate issued by a vocational-technical school, college, or university, which will be facilitated by a contractor that possesses the knowledge, skills and abilities to instruct inmates in bookbinding. General course goal is to qualify students in the areas of advanced technology, self-awareness, critical thinking, and positive academic development. The contractor is required to have an extensive knowledge in reconstruction or refurbishment of books. Instructional methods are required to be equivalent to those found in occupational/vocational school. The contractor shall provide a curriculum leading to certification in the bookbinding field. There will be approximately fifteen (15) to twenty (20) inmate students per session, four (4) classes per week for a period of fifty-two (52) weeks per year. One (1) class equals three (3) sessions. One (1) session equals one (1) hour. The class sessions will be held Tuesday and Thursday 8:00 am to 11:00 am and 12:30 pm to 3:30 pm, excluding Federal Holidays. Government obligations will be limited to services received from the contractor. Approximately 624 sessions per year. The contract period for all services shall consist of a twelve (12) month base year with four (4) twelve (12) month option periods for renewal. The solicitation will be made available on or about June 15, 2009, and will be distributed solely through the General Administrations Federal Business Opportunities website at http://www.fbo.gov/. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database utilizing the appropriate NAICS code. The web site for registration is www.ccr.gov. The anticipated date for receipt of quotes is on or about July 15, 2009. The anticipated effective date of award is Aug. 1, 2009. The North American Industrial Classification System (NAICS) code is 611519 and the applicable small business standard is $7.0 million. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
