- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is PR20048321 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-31. The associated North American Industrial Classification System (NAICS) code for this procurement is 561720 with a small business size standard of $16.50M. This requirement is a [ Total HUB-Zone ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-06-08 16:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Grand Forks, ND 58201 The DHS Customs and Border Protection requires the following items, Exact Match Only, to the following: LI 001, Base Period, 3 months,(July 1, 2009 - September 30, 2009). All vendors MUST bid exact match to the SOW (attached)and explain that they can fulfill the requirements in the SOW and Task and Frequency Chart (also attached)., 1, EA; LI 002, Option Year 1, 12 months, (October 1, 2009 - September 30, 2010), 1, EA; LI 003, Option Year 2, 12 months, (October 1, 2010 - September 30, 2011), 1, EA; LI 004, Option Year 3, 12 months, (October 1, 2011 - September 30, 2012), 1, EA; LI 005, Option Year 4, 12 months, (October 1, 2012 - September 30, 2013), 1, EA; For this solicitation, DHS Customs and Border Protection intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Customs and Border Protection is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. An award will be made to an SBA certified HUBzone company offering the lowest price that is found to be technically acceptable. Any vendor questions must be submitted to FedBid Client Services no later than close of business (6 PM EST) Thursday, June 4th, 2009. The current end date for this solicitation has been changed from June 15th to June 8th, 2009. Q. What is the square footage of the Grand Forks modular building?A. 2,500 SFQ: How many personnel occupy the building and is there outside traffic?A: There will be 10 people in the modular building. We are located in theback parking lot at Sector headquarters. It is a secure area. There islittle traffic in regards to people walking in and out of the building.In regards to vehicle traffic there is a street running along one sideof the building outside the secured area so minimal vehicle traffic isto be expected. The Service Contract Act clause applies to this acquisition This clause will apply to the contract that is a result of this solicitation. The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract. In the event the Contractor effects any changes at the direction of any person other than the Contracting Officer, the changes will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. The Contracting Officer shall be the only individual authorized to accept nonconforming work, waive any requirement of the contract, or to modify any term or condition of the contract. The Contracting Officer is the only individual who can legally obligate Government funds.
