Description
RECOVERY--RECOVERY PRE SOLICITATION (FedBizOpps) NOTICE: PROJECT TITLE: RECOVERY:Design-Build Replace Windows and Exterior Walls, Building 2109 (FE-00039-8J) and 2111 (FE-00049-8J). Request for Proposals (RFP): W91QV1-09-R-0042 Mission Installation Contracting Command (MICC) plans to issue a RECOVERY: Request for Proposals (RFP) to Design-Build, Replace Windows and Exterior Walls, Building 2109 and 2111, at Fort Belvoir, VA. PROJECT SCOPE: The contractor shall provide all materials, labor, equipment, transportation, and services to design and build the replacement of windows and exterior walls at buildings 2109 and 2111, Fort Belvoir, Virginia. The work shall include, but not limit to, the following: 1.Replace all windows in the building to include the living units, hallways, dayrooms, laundry room and electrical room. New windows must meet the attached specification section 08 51 13 and force protection standard UFC 4-010-01 dated 8 October 2003. A copy of the standard can be found at http://www.wbdg.org/ccb/DOD/UFC/ufc_4_010_01.pdf. New windows should be Peerless Products Inc. to match existing or approved equal. 2.Replace all exterior walls with new Exterior Insulation and Finish System (EIFS) meeting the attached specification section 07 24 00. Finishes must match existing or architecturally compatible with surrounding buildings which is brick. New EIFS should be Dryvit or approved equal. 3.For 2109: Install new rubber treads with non-slip strips and raised radial disk on all stair steps and landings. For 2111: Epoxy painting and install new rubber treads with non-slip strips and raised radial disk on all stair steps and landings 4.All works must be done while the building is occupied. Minimize inconveniences to the occupants by phasing the work and/or provide appropriate protection, separation and/or shielding of work site. The applicable North American Industrial Classification Code (NAICS Code) is 236210 A site visit will be arranged for all interested parties during the solicitation period. This project is funded from the American Recovery and Reinvestment Act of 2009 (ARRA). The order of magnitude for the project is between $1,000,000 and $5,000,000 and the effort shall be completed within 180 calendar days after notice to proceed. A Request for Proposals (RFP) will be issued to small business contractors responding to this presolicitation notice. Contract award will be made on a firm fixed-price basis. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation notices and any/all amendments will be posted and available for viewing and downloading at Army Single Face to Industry (ASFI) Website https://acquisition.army.mil/asfi/ at no charge. No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to any and all documents. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be registered in the Central Contractors Registration (CCR) at www.ccr.gov. This action is 100% set-aside for small businesses. Performance and payment bonds will be required. Offers shall be reviewed and considered by the Agency. This notice does not obligate the Government to award a contract; it does not restrict the Governments ultimate approach; nor does it obligate the Government to pay for any proposal preparation costs.
