- Description
- The Naval Surface Warfare Center Panama City Division intends to solicit competitive proposals to provide analysis of diving and nondiving air samples from U.S Navy ships and military units. The Government anticipates a 5 year Indefinite Delivery Requirements contract with Firm Fixed Priced Delivery Orders. Award will be based on the best value to the Government. The awardee shall be accredited by either the American Industrial Hygiene Association (AIHA), the American Association for Laboratory Accreditation (A2LA), or the National Voluntary Laboratory Accreditation Program (NVLAP). The contractor shall provide a variety of sample collection kits (approximately 22,500 total units) during the estimated five year contract period. The contractor shall establish an interactive website during the contract to coordinate testing schedules, analysis reports, emergency bulletins, and to use as a database. The contractor shall complete the air sample analysis within two worki! ng days of receiving the sample kits from the ships and military units. Analysis reports will be published twice daily, at noon and 1800 CST. The Contractor will notify the COR or NSWCPCD Program Manager by telephone when any sample exceeds the maximum allowable limits. In the event of a diver injury, a kit shall be shipped by the Contractor immediately upon notification by the Government. This is considered an emergency status condition and the requested kit is required to be delivered to the diver location within twenty-four (24) hours. A kit received by the contractor in emergency status shall be analyzed within two hours and the COR or NSWC PCD Program Manager will be immediately notified of the results by phone. NSWC PCD plans on releasing the solicitation electronically only on or about 06 July 2009. This requirement will be solicited on the basis of full and open competition.
