Description
SOURCES SOUGHT SYNOPSIS: This is a Sources Sought Synopsis announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community (Small Business (SB) to include Section 8(a), Historically Underutilized Business Zones (HUBZone), and Service-Disabled Veteran-Owned Small Business (SDVOSB)) to compete and perform a Indefinite Delivery Firm Fixed Price Contract. The Government is seeking qualified, experienced sources capable of Multidiscipline Design or other Professional Services, procured in accordance with PL 582 (Brooks A-E Act) and FAR Part 36, for Medical-Specialty AE Designs required to support Department of Defense construction programs managed by the USACE on military installations primarily in Fort Worth District, but also within Southwestern Division. The performance area includes all of TX, OK, AR, northern LA (specifically Fort Polk), and southeast NM (specifically White Sands Missile RangeWSMR). The anticipated requirement for services will generally be supporting the Medical Construction program. Services may include: design services to include hospitals, medical research facilities, medical instructional facilities, clinics, general dentistry, veterinary facilities, and associated support facilities and infrastructure projects, all requiring specialized Medical design performance. Work may also include design and/or design-build of new facilities/renovations as part of the Medical Construction program. This action covers projects in the Medical Construction program with AE design fees estimated collectively at $115,000,000; however it is anticipated that no single task order is expected to be larger than $5,000,000. Firm must have ability to perform up to 3 task orders simultaneously. There is potential of projects for Medical design work in fiscal years FY10, FY11, FY12, FY13, and FY14. The Government is requesting that members of the Small Business Community interested furnish the following information: (1) Company name, address, point of contact, telephone number, and email address. (2) Type of Small Business Community member (Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZone), Service Disabled Veteran Owned (SDVOSB), under the North American Industry Classification System (NAICS) code 541330 which contains a size standard of $4,500,000.00. Interested contractors should submit a brief statement of qualifications (not to exceed ten (10) pages). The statement of qualifications should include: 1) Identify firms interest in submitting a proposal 2) Provide three examples of firms capability to perform on contracts of this magnitude and complexity. Include offerors in-house capability to locate and hire outside staff with appropriate technical skill sets. 3) Identify firms type of business and business size; small business, HUBZone, 8(a), or SDVOSB. 4) Identify intent to team, and, if possible, the anticipated teaming arrangement. Interested small businesses should review and understand the requirements in Federal Acquisition Regulation (FAR) Part 19 and FAR Clause 52.219-14, Limitations on Subcontracting. General marketing material should not be included. All submittals received will be reviewed for informational purposes. SWF reserves the right to independently verify all information submitted. Small Business firms are reminded of the requirement to self-perform 50% or greater of the work. Existing and potential Joint-Ventures, Mentor Protg, and teaming arrangements are acceptable and encouraged. Submittals may be made individually or as a prospective team.
