- RECOVERY - The Naval Facilities Engineering Command, Specialty Center Acquisitions, NAVFAC (SCAN), Port Hueneme, CA intends to competitively solicit and award a firm-fixed priced single award contract on an unrestricted basis utilizing Recovery Act of 2009 funding. The work to be performed includes RDT&E services in support of the NAVFAC Ocean Thermal Energy Conversion (OTEC) Project. The project's intent is to advance the development and commercialization of OTEC technology for Navy applications so as to reduce dependence on fossil fuels at bases located in tropical areas, including Naval Support Facility Diego Garcia (NSFDG), and Navy facilities in Hawaii, and Guam. The Navy conducted a one-day OTEC Industry Forum event on May 19, 2009 to allow OTEC developers to offer their views on how best to facilitate commercialization of the OTEC technology and mitigate risk during development. OTEC developers identified technologies and a variety of components they considere! d high risk and discussed strategies for system commercialization. Input from this one-day event was used to further define this requirement which includes component/subsystem design and testing, system design, OTEC commercialization and risk mitigation plans which may lead to a future validated OTEC facility design. The estimated period of performance is one year. NAICS 541712 applies with a small business size standard of 500 employees. Scope and tasking associated with this effort is expected to be transferable to future Navy OTEC projects such as site specific OTEC system designs, fabrication, installations, associated NEPA environmental permitting documentation and processes, OTEC pilot plant efforts, and separate long-term utility purchase agreements from OTEC systems at Navy locations.
