- NASA/GRC has a requirement for two automated battery cycling test stands that usethe proprietary MITS software system to provide additional research battery cell testingcapability. The MITS software operates and controls the automated battery cycling systemand collects the battery cell performance data. NASA/GRC intends to purchase the items from Arbin Instruments, of College Station, Texas,because there is no other source other that can supply the necessary proprietary MITSsoftware and provide data interfaces that are compatible with the pre-existing batterytest infrastructure. The Arbin fabricated automated battery cycling system meets theGovernments requirements for software programming, calibration, maintenance andredundant safety monitoring and would integrate easily with the existing facility. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 12, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are acceptable in response to this notice.An Ombudsman has been appointed.
