Description
Bayberry, Specification dated May 29, 2009 Bayberry, Sources Sought Synopsis Note: Please see attachments to view this combined synopsis/solicitation in its entirety. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number HSCG80-09-Q-3FAX07 is issued as a request for quotation (RFQ). HSCG80-09-Q-3FAX07 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-32. This requirement is being solicited as a Total Small Business Set-aside using Simplified Acquisition Procedures as per FAR Subpart 13.5. The small business size standard for NAICS Code 336611 is 1000 employees. The government intends to award from this solicitation to the responsible vendor whose quote conforming to the solicitation provides the best value. The Government contemplates award of a firm-fixed-price contract resulting from this solicitation. The anticipated award date is on or about June 10, 2009. Work covered by this solicitation shall be completed within twenty-three (23) calendar days from the date the vessel becomes available to the contractor. The requirement is to perform emergency drydock repairs to the USCGC Bayberry (WLI-65400), a 65 foot inland buoy tender. The vessel shall be in drydock within seventy-two (72) hours of delivery. The homeport of the vessel is Caswell Beach, North Carolina. The performance period is twenty-three (23) calendar days and is expected to begin on or about June 15, 2009. The vessel’s availability will be geographically restricted to an area no greater than 400 nautical miles from the cutter’s homeport and no open water transits. DESCRIPTION OF WORK: (a) The Contractor shall furnish all necessary labor, material, services, equipment, supplies, power, accessories, facilities and such other things as are necessary, except as otherwise specified, to perform dry-docking repairs and alterations to the vessel, in accordance with this solicitation and attached specifications. (b) Failure to read the specifications in their entirety will not relieve the quoter from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the quoter's risk. Each quoter shall furnish the information required by the solicitation. Note: See attached USCGC Bayberry (WLI-65400) 65 Foot Inland Buoy Tender Specification for Drydock Repairs 2009 dated May 29, 2009 / Rev 0 to view the Statement of Work. As per FAR 52.215-5 FACSIMILE PROPOSALS (OCT 1997), offerors may submit facsimile quotes as responses to this solicitation. Facsimile proposals are subject to the same rules as paper proposals.
