Description
Cover page and SOW of solicitation. All interested offerors MUST request additional document from Subcontracts Specialist, and MUST INCLUDE all documents referenced in Section J of the Cover Page to be considered for an award. A. Overview/Background V-PYRRO/NO (Chemical Abstract Services Registry Number 179344-98-0) is a promising organ-protective agent under evaluation as a possible treatment for a variety of liver disorders, include acetaminophen toxicity, lipopolysaccharide-induced shock, and fulminant liver failure. Its synthesis is described in the following paper: Hong et al., Tetrahedron Letters, 2009, 50, 2069-2071. The Government currently needs a bulk supply of this agent for further testing. B. Description of Work The project involves the process of synthesis of the V-PYRRO/NO in bulk quantity. The Government will provide up to 20 g of NIH patented PYRRO/NO, sodium salt. The Subcontractor will follow the procedures outlined in Hong et al, or suitable modifications, to install the vinyl group at the terminal oxygen of the PYRRO/NO anion. The Subcontract shall perform the actions needed to produce and transfer the compound material, along with a data package documenting the purity of the compound, to the NCI. The documents must include NMR, UV, and HPLC data consistent with 99% purity or better, along with combustion analysis data for carbon, hydrogen, and nitrogen (with each element being within 0.4% of the calculated values). C. List of Deliverables & Reporting Requirements Subcontractor shall provide the following: i. The minimum quantity of compound material guaranteed to be supplied. ii. Data package of analytical information mentioned above. iii. Project schedule outlining manufacturing procedures, a proposed production schedule, and quality assurance/control protocols. D. Project/Cost or Price Schedule Subcontractor will submit a firm, fixed-price proposal in US Dollars (USD $) to perform the work description and provide the deliverables noted above. Subcontractor will identify the number of grams of starting PYRRO/NO sodium salt they will need to support the amount of compound material being quoted for delivery in their formal response. PLEASE NOTE - If Subcontractor has a current license covering the royalty payments over the sale of stated NIH patented materials, they are requested to provide their current license information along with their formal submission to support their cost estimate. Subcontractor WILL NOT be required to obtain such a license to perform the work contained within this SOW. E. Additional Requirements The Subcontractor shall provide all documentation concerning the production of the compound material as stated in this SOW in English, and in both printed & electronic formats. F. Acceptance Criteria The Subcontractor will be paid to perform the work and produce the compound material based on the following: i. Written acceptance of compound materials by the NCI. NOTE - Delivery of compound materials DOES NOT CONSTITUTE ACCEPTANCE. ii. Supply an additional small sample (approx. 10 mg) before acceptance, so the NCI can independently validate purity of the compound material produced. iii. Written acceptance of data package.
