- DDR&E/DUSD(S&T) in conjunction with Electronic Systems Center 640 ELSS/KL is conducting market research and invites interested parties to submit one page concept papers regarding concepts and technologies to improve the Link 16 tactical data link, to render it suitable for consideration as an advanced tactical data link for the US Armed Forces. These improvements could include but are not limited to quicker network access, a radically increased data throughput capability, greater resistance to modern jamming threats, a lower probability of detection and interception, a capability for autonomous network management, use of IP addressing, and utilization of an external time source for network synchronization.The result of this requested submission could be an invitation to brief the proposed concepts and technologies in closed sessions with OSD, USAF, other government officials and technical personnel on or about 29-30 June 2009 at HAFB MA. Please be advised that submission of papers have no direct ties to any business opportunities at this time. Interested parties are requested to provide their UNCLAS concept papers in Either MS Word document or Adobe.pdf format via email to David Minior, Chief of the Terminals and Radio Enhancements Branch, at david.minior@hanscom.af.mil NLT COB on 16 June 2009. Those concept papers should include full contact data for your corporate POC as well as any special handling requirements for the prospective presentations. Questions may be addressed to Mr. Minior via email or via telephone at 781-377-5687. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for the information solicited or recognize any costs associated with the submission of responses to the RFI. The purposeof the RFI is Market Research. Any information obtained as a result of this RFI is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. By submitting information in response to this RFI, submittersconsent to the release and dissemination of submitted information to any Government entity, to include MITRE and Government support contractors. As such, to the extent that any information submitted in response to this RFI is marked as, or construed to be proprietary or business-sensitive, submitters are hereby notified that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. This RFI is being used to obtain information for planning purposes only.
