- THIS IS A PRE-SOLICITATIO NOTICE ONLY. The Request for Offers package for this project will be posted shortly. The RFO will include all necessary materials/information for the submission of a proposal. DESCRIPTION OF WORK: The project involves replacing two existing Ajax brand dual fuel hot water heating boilers with two new dual fuel cast-iron sectional boilers. The new system shall be furnished complete with firing equipment, combustion chamber, insulation with steel jacket, safety and operating controls, integral electrical wiring and other appurtenances, to make the boilers a complete, self contained, fully automatic unit, ready for service upon completion of utility connections.Other work associated includes insulation of equipment and piping, vibration isolation, painting and marking of equipment, testing and balancing air and water system, and connection of controls to building CCMS. Each of the two boilers shall have a gross output of 3.4 MBH with an efficiency of not less than 84 percent. The boiler shall be designed, tested, and installed in accordance with Section IV (Heating Boilers) of the ASME Boiler and Pressure Vessel Code. Optional work includes two new heating hot water circulating pumps with variable frequency drives. ESTIMATED SIZE RANGE: $100,000 - $250,000 NAICS: 238220 ANTICIPATED AWARD DATE FOR THIS PROJECT IS ON OR AROUND JULY 1ST, 2009. SITE VISIT: A site visit will be offered on June 19th, 2009, at 1pm at the Longmont, CO - ARTCC Facility. Those individuals wishing to attend the site visit must send an email to: Angela.Mihalek@faa.gov at least 2 days prior to the meeting. Include in the email: name, company name, and contact phone number. TIERED EVALUATION: A tiered evaluation of offers will be used in this source selection. Offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received. Once offers are received the FAA will evaluate a single tier of offers according to the order of precedence specified in this SIR. At least two qualified offers in a given tier are required in order to consider an award. If no award can be made at the first tier, the evaluation will proceed to the next higher lettered tier until award can be made. All responsible, competitive offers in a single tier will be considered equally for award. The tiered order of precedence for considering offers is (from first to last): a)Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) program.b)Service-disabled veteran owned small business (SDVOSB) and responsible, competitive offers from the previous tier.c)Very small business and responsible, competitive offers from the previous tier.d)Small business and responsible, competitive offers from the previous tier.e)Other-than small business and responsible, competitive offers from the previous tier.
