Description
NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The information provided in response to this notice will assist the Government in determining the extent of the small business and socio-economic market for the type of work described herein. The purpose of this Sources Sought synopsis is to determine interests and capabilities of potential qualified firms in the following categories: Small Business, Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), to perform fisheries management support services. It is anticipated that an Indefinite-Delivery, Indefinite-Quantity type contract will be awarded with firm-fixed price, labor hour or time-and-material task orders issued for work to be performed on an as-needed basis. The period of performance will be for one base year, beginning on or after September 1, 2009, and will include two one-year option periods. The intent of the announcement is to identify sources that are qualified business concerns capable of providing fisheries management support services for the following National Marine Fisheries Service (NMFS) offices within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA): Alaska Fisheries Science Center (AFSC) Pacific Islands Region (PIRO) Alaska Region (AKR) Northwest Region (NWR) Southwest Region (SWR) Southwest Fisheries Science Center (SWFSC) Northwest Fisheries Science Center (NWFSC) NMFS Headquarters offices The objective of this contract will be to require the contractor to perform various technical and analytical support services in the disciplines of the physical, environmental and biological sciences, (e.g., mathematics, statistics, engineering, computer sciences, physiology, molecular biology, genetics, systematic, oceanography fishery biology and ecology) as well as support in the services areas of research, scientific illustration, safety and environmental, technical and non-technical writing, scientific editing and social sciences that include economic, anthropology, ethnography and history. Examples of specific services (but not limited to) are listed below: 1. Effectively and efficiently collect and provide information that is used extensively in the support of the conservation and management of fishery resources in California, Oregon, Washington, Idaho and Alaska; 2. Collect data and maintain databases on salmon, steelhead and other marine fish or fishery managers and the fishing industry in the states of California, Oregon, Washington, Idaho and Alaska; 3. Work on coast-wide consensus in cooperation with state authorities; 4. Coordinate research and management projects related to interstate fisheries along the Pacific Coast; 5. Conduct research and management projects related to interstate fisheries along the Pacific Coast; 6. Collect, consolidate and disburse fishery-related data along the Pacific Coast; 7. Work with the states of California, Oregon, Washington, Idaho and Alaska for the collection of data on federal fishery management issues. 8. Conduct fishery research to carry out and further the purposes, policy and provision of the Magnuson Stevens Act. This includes statistics on the economics and social characteristics of the fisheries; 9. Track and monitor fish data and information related to federally-managed fish stocks; 10. Assist with treaty implementation and shore side treaty monitoring to meet U.S. obligations; 11. Provide collective participation from Pacific State governments to facilitate management discussion and facilitations, and 12. Design electronic data gathering tools covering one or more Pacific States. Pacific States is defined as: State of Washington, Oregon, California, Alaska and Idaho and the federally managed fisheries within those states. Various tasks that may be required to support services include: 1. For regulatory and management actions, gather input, from both primary and secondary sources, regarding the effects of an anticipated fishery management action and to report the findings. 2. For regulatory and management actions, develop user-friendly data management and reporting tools, and to generate datasets and reports from state and federal databases in order to conduct applied research. The task may require assistance in tracking and monitoring fish data and information related to federally-managed fish stocks. 3. Provide logistical support to host a meeting, which involves gathering and conveying fishery management information, outreach, venue, transportation, recording and reporting meeting results. 4. Work with the design of fishery related equipment needed to satisfy a management or enforcement objective. This task may include the gathering of information related to the use and objective of the device. 5. Work with treaty implementation and shore side treaty monitoring to meet U.S. obligations of the treaty or international agreement. 6. Develop socio-economic data collection efforts, house and manage socio-economic databases, and/or develop socio-economic models and analysis. Individual task orders may require the Contractor to travel to various locations throughout the Western United States, or to other locations such as Washington D.C., on occasion in order to provide the support services described herein. REQUIRED EXPERIENCE: 1. The Contractor must be able to have access to catch data, harvest and value from commercial fisheries in the states of Alaska, Washington, Oregon, Idaho, and California or permission by Pacific States Marine Fisheries Commission (PSMFC) to access Alaska Fisheries Information Network (AKFIN), California Cooperative Fish and Habitat Data Program (CalFish) and Pacific Fisheries Information Network (PACFIN). NMFS lacks the authority to grant access to the data from entities other than NMFS. 2. The Contractor must have 3-5 years of relevant experience in all the services and tasks described herein, including marine fisheries management, performing technical and scientific analyses on multi-disciplinary topics, complex fishery management plans, resource conditions, limitations on scientific data, and the coordination of public involvement; including specific experience and ability to gather, analyze and report socio-economic and scientific data required to support marine resource management actions. The contractor shall also have relevant experience in researching, arranging, public outreach, reporting and hosting meetings necessary to gather and/or convey marine management considerations or decisions. 3. The Contract must demonstrate knowledge and understanding of the National Marine Fisheries Service, and knowledge, understanding and experience in working with Federal Fishery Management Plans, and of regulations such as the Magnuson-Stevens Act, the Marine Mammal Protection Act, the Endangered Species Act, National Environmental Policy Act (NEPA) and other legislation governing the management of marine resources. Additionally, the contractor shall have demonstrated specialized recent experience of the firm, staff, and professional sub-consultants in planning and completing projects that demonstrate a knowledge and understanding of the history, people, cultural resources, and fisheries of the Northwest United States.. The North American Industry Classification Code (NAICS) is 541990 with a size standard of $7 M. All contractors doing business with the Government are now required to be registered with the Central Contractor Registry (CCR). NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. Interested firms should submit in writing, (1) its name, address, a point of contact, telephone number, Data Universal Numbering System (DUNS), and a brief narrative regarding its capability to provide the services as described above; (2) provide at least 3 examples of current and/or recently completed projects of the same or similar type of service described above. Indicate experience for providing fisheries management support services and performing the services/tasks addressed herein as a prime contractor. Include contracts/projects within the past 3-5 years, a brief description of the project, customer name, customer contact point and telephone number, timeliness of performance, customer satisfaction, and dollar value of the project; (3); Provide written authorization or permission from Pacific States Marine Fisheries Commission (PSMFC) to access Alaska Fisheries Information Network (AKFIN), California Cooperative Fish and Habitat Data Program (CalFish) and Pacific Fisheries Information Network (PACFIN); (4) State if your company is a Small Disadvantaged Business, HubZone Small Business, or Service-Disabled Veteran Owned Small Business and provide proof of Small Business Administration (SBA) HubZone certification; (5) Indicate whether your firm will submit a proposal for this project, if this project is set-aside for HubZone Small Business, or Service-Disabled Veteran-Owned Small Business; and (6) Indicate all applicable personnel and sub-contractors proposed to work on the contract. Firms submitting responses shall provide information that proves you can meet the qualification criteria listed above. The capabilities will be evaluated solely for the purpose of determining to if a Set-Aside is appropriate. The Government must ensure there is adequate competition among the potential pool of available contractors. It is the Government's intent to analyze responses from firms which can operate in the areas of consideration as specified above.
