- SF30 for Amendment 4 narratives for Specification 074213, 074216, 076100 Drawings E801 and M401 and Narratives General Information: Bid Bond for this project is required to be 20% The following non-technical questions have been asked: 1. Are teaming agreements acceptable? ANSWER: Yes, but it must be clear that the Small Business is the prominent partner. Any protests filed over business size will be settled by the SBA. 2. Should or can teaming agreements be approved prior to bid by you or your staff? If so do you have an acceptable format? ANSWER: We do not have not a standard format. See #1 above. 3. The prime contractor being a small business is likely to team with a larger contractor. May the larger contractor provide guarantees to the surety to facilitate bonding for the small business (prime contractor)? The bond would be issued in the name of the small business (prime contractor). ANSWER: As you have stated the bonds and insurances must be in the Small Business name. Any other arrangements are strictly between the Surety and the Contractor. 4. Are the bonds for the awarded contractor to be 100% bonds or will a lesser amount be accepted? ANSWER: Bid bond must be 20%, payment and construction bonds must be 100%. 5. The small business is required to perform 15% of the total contract value, but can apply for a lesser amount after the bid if the contracting officer feels it is to the benefit of the government to do so. The composition of the 15% can that be any combination of Labor, Material, Equipment, Overhead, and Profit? ANSWER: The Government will not entertain anything less than 15% for these projects. 6. It is understood that the Government is seeking the most competitive, responsible bid(s) for these projects. It is further understood that by combining bid options and multiple projects, the Government should recognize the best combined costs from Contractors, Subcontractors and Vendors, in theory, the more work bid on as a package the more competitive the price will be based on the overall volume of work. In the spirit of this approach, we want to provide our most competitive bid. We are wondering if in our bid(s) we can “bundle” some of our General Conditions costs. ANSWER: The Government cannot tell you how to put your proposals together. We can state that the solicitations and bidding combinations were put together in recognition of the economies offered by multiple contracts that you stated in your question.
